Can somebody tell me if this is a black hat tactic??

I'm new to SEO, so somebody needs to explain to me what is kosher or not.
Playing around with opensiteexplorer I came across a network of websites that all link together from a page of links, only the linking page is hidden to the viewer, with an empty anchor tag or something small like a period.
example http://zinasdayspa.com/ links to http://zinasdayspa.com/links_baltimore_hair_salon_day_spa_fells_point_federal_hill_canton_maryland.phpwith a tag at the very bottom, that links to http://www.6611111.com.
It's interesting because some of these websites rank high with google, but when I do link:http://www.6611111.com, google shows no results!
Something very strange is about this, and I wanted to know how http://www.6611111.com ranks so high for such a competitive keyword such as stop smoking, and if this is blackhat. My intuition tells me it is, but I'm also curious how it ranks high.

I'd agree with what Ash said in that this technique isn't strictly speaking "black hat" - although the definition of black hat is open to interpretation! I checked their backlink profile on Open Site Explorer and found lots of evidence of this tactic being used lots and lots of targeting of exact match anchor text:

This level of exact match anchor text is probably the reason they are ranking for various keywords. However this is the type of link building that Google doesn't particularly like, at least not when it makes up the majority of your link profile. So I'd expect it to stop working for them at some point once Google figure it out properly and reduce the value of those links.

Thank you very much for the response. Actually I wrote the 'stop smoking' from memory, but if I do 'stop smoking hypnosis', another highly competitive keywords, it shows on the 2nd page,
If this is a red flag tactic, how do they rank so high for such a competitive words???

This linking isn't black-hat -- it is simply old-school SEO with the use of a Links page, which has long been noted as a red flag. Note that the links page shows a grey bar for the Toolbar PR, suggesting that Google has noted it as a links page. Most of those sites are off-topic for this hair salon, so the link juice is wasted and the page has become irrelevant for its ostensible purpose.
I cannot see 6611111.com ranking for "stop smoking" in the first 400 results, You might be seeing personalised results, so use an incognito browser and clear your cookies and cache. Log out of all Google services before running the search.

We have a site with a lot of international traffic, can we split the site some way?
Hello, We have a series of sites and one, in particular, has around 75,000 (20%) monthly users from the USA, but we don't currently offer them anything as our site is aimed at the UK market. The site is a .com and though we own the .co.uk the .com is the primary domain. We have had a lot of success moving other sites to have the .co.uk as the primary domain for UK traffic. However, in this case, we want to keep both the UK traffic and the US traffic and if we split it into two sites, only one can win right? What could do? It would be cool to have a US version of our site but without affecting traffic too much. On the other sites, we simply did 301 redirects from the .com page to the corresponding .co.uk page. Can a domain name alone be considered SPAM?
If someone has a domain that is spammy, such as "http://seattlesbestinsurancerates.com" can this cause Google to not index the website? This is not our domain, but a customer of ours has a similar one and it appears to be causing issues! Any thoughts? Thanks for any input!

Linking C blocks strategy - Which hat is this tactic?
This related to a previous question I had about satellite sites. I questioned the white-hativity of their strategy. Basically to increase the number of linking C blocks they created 100+ websites on different C blocks that link back to our main domain. The issue I see is that- the sites are 98% exactly the same in appearance and content. Only small paragraph is different on the homepage. the sites only have outbound links to our main domain, no in-bound links Is this a legit? I am not an SEO expert, but have receive awesome advice here. So thank you in advance!

How long we can keep 302 redirection for a webpage url?
Hi Friends, I have a webpage featuring a product. I have created a new domain featuring the same product and the page is under construction. I am planning to do 302 redirection from the new domain to the existing domain for the time being. How long can I keep the 302 redirection from the new domain to existing domain? Is there any fixed time period/ duration that we can keep the 302 redirection for a webpage? I am planning to make few more pages (privacy policy, about us, etc) from the new domain 302 redirected to the existing domain. Is it possible? If so, how long can I keep the same? May I know which redirect is safe to use in this case, 302 or 301 redirect?

How can I tell if my site was penalized from the most recent penguin update?
Hey all, I want to be able to see if my website was penalized from the most recent penguin update because we have several hundred websites built and at the bottom of each on it says something along the lines Website by, Web Design by, Hosting by and links back to our homepage.
