Can I only submit a reconsideration request if I have a penalty?

Hey guys,
One of the sites I'm looking after took a hit with their rankings (particularly for one keyword that went from 6/7 to 50+) post-Penguin in May. Although, after cleaning-up the link profile somewhat we started to see some slow and steady progression in positions.
The keyword that dropped to 50+ was moving upwards in advance of 20. However, a couple of weeks back, the keyword in question took another slide towards 35-40. I therefore wondered whether it would be best to submit a reconsideration request - even though the site did not receive a manual penalty.
The website has a DA of 40 which more than matches a lot of the competitor websites that are ranking on first page for the aforementioned keyword. At this stage, I would have expected the site to have returned to its original ranking - four-and-a-half months after Penguin - but it hasn't. So a reconsideration request seemed logical.
That said, when I came to go through the process on Webmaster Tools I was unable to find the option! Has it now been removed for sites that don't receive manual penalties?

You CAN submit a reconsideration if you want to, but in the case of purely algorithmic non-manual penalties you will just get a response that says, "there are no manual penalties on your site right now" and no change to your rankings. My opinion is that it's pointless unless you have a manual penalty OR honestly think your site has been unfairly impacted or attacked.

I will give a different angle to your quote:
"If your site isn't appearing in Google search results, or it's performing more poorly than it once did (and you believe that it does not violate our Webmaster Guidelines), you can ask Google to reconsider your site."
You mentioned "Cleaning-up profile" so in a way you admit to google that you believed that the profile WAS violating quality guidelines. I will also assume that you did not receive a manual penalty warning thus do not submit a reconsideration request, no need to hit alarms when its not needed.
Manual penalties most of the times mean that someone reported your web site for spam. What you describe seems as an algorithm update that your site didnt pass resulting in position dropping. Should you fix the problems you should get your #SERP back, if not carry on working the way you did (that is adding good content, getting Tier one authoritative links and removing the spammy ones).

Here is what Google says;
"If your site isn't appearing in Google search results, or it's performing more poorly than it once did (and you believe that it does not violate our Webmaster Guidelines), you can ask Google to reconsider your site."
I've bolded the key bit. According to that, I should be able to submit a reconsideration. Trouble is, there is doesn't appear to be anywhere to option to do it! There is nothing under the Manual Actions tab to click.

Did you look for a warning in webmaster tools under search traffic - > manual actions.
If you see something in there, a button called 'request a review' is there to submit a request.

Anyone experience google penalties for full-screen pop-ups?
Although we always recommend against onload pop-ups for clients, (we feel the effect the user experience) we do have a few clients that insist on them. I was reading this article the other day https://searchenginewatch.com/2016/05/17/how-do-i-make-sure-my-site-is-mobile-friendly/ which lead me to https://support.google.com/webmasters/answer/6101188 and I'm happy to see that Google is going to consider these types of content a downgrade when it comes to rank. My question is 2 fold: Has anyone experienced a drop in organic traffic on mobile due to this update? and do you think this will include user triggered content like photo galleries, bookings, email sign ups? We haven't noticed any drops yet but it is something we will be keeping a close eye on in the next little while. Let's hear what the community has to say 🙂

Nursery franchise UAE Page 1
Nursery franchise UK Nowhere to be found! The page in question (well a section of the site) has been optimised for UK, however, as they do have a sister site in the UAE, it mentions those areas too. The pages I have been working on are now ranking reasonably well to say there is a long way to go, but for long tailed keywords NOT including anything to do with the UK. There are no naughty backlinks with the anchor text to do with the UK, the server is hosted in the UK, it is a .co.uk URL (no geotagging but I would like to know if this is of any use with this type of URL, everything says no, but it cant harm can it?) - is it possible Google due to bad practices in the past have slapped a penalty on the specific keyword area? While doing directory submission, We should submit unique description and title ?
Hello Moz Members, I just want to clarify that, We do directory submission in 50 of sites. For Example: I have to target 10 keyword's, and i am doing directory submission. I have 10 Unique titles and 10 unique description. I just need to submit these 10 keywords in 50 directory's 10 keywords * 50 directory = 500 submission. I will just submit the same 10 Unique titles and 10 unique description to these 500 directory. So it wont be count as duplicate content and duplicate title in every directory. Or Every time i do directory submission i have to submit unique description and unique title. Please help me with these question, I am really confused how shall i proceed to directory submission. Can someone explain a few hopefully simple questions for me please
Hi everyone First off for local seraches I rank very well pretty much all on first page and high up too. I am also attempting to rank well for the search term 'independent mortgage advice' I currently rank third on page 2 for the above search term. I am happy with this progress as the site is only 3 months old. I am UK based, have a .co.uk domain and although my site server is located in Germany (1and1) I have changed the geographical location in webmaster tools. My competitive domain analysis gives me the follwing results: Domain Authority: 14 Domain MozRank: 2.44 Total Links: 110 Ext. Followed Links: 19 Linking root Domains: 13 Followed Linking Root Domains:9 Linking C-Blocks: 8 Compared to my competitors around me these figures are terrible so why am I doing relatively well and how can I increase some of these figures such as Domain Authority & Domain Mozrank? The page I'm referring to is http://www.keystonemortgages.co.uk I am a novice so please don't mind calling me a numpty if it appears obvious to you Jason PS is it frowned upon to post links with title keywords here?
