Should I 301 redirect my old site are just add a link to my new site

I used to offer design and web services on a site that is current blank (no content, no links). My questions is should I add a little bit of content, maybe a brief explanation with a link to my new site. Or should I just add 301 redirect. This is purely a question of what is better for SEO and ranking for my new site (not a branding question).

If the site has no content, backlinks, rankings, or value whatsoever, I say let it 404 out and sail off into the sunset. From the sounds of things, the site is pretty valueless at the moment.
Is the site currently ranking at all? For any relevant keywords you may see value in? If so, then you should go through this migration guide and make sure you properly implement redirects and notify Google that your site has moved.
If there are backlinks of value, make sure you update those to the new website address.

Links Identified in WMT not on Webpages
Hi, We're currently reviewing one of our clients backlinks in Google Webmaster Tools, Majestic & OSE as we can see many toxic links. However we cannot find the links on the webpages that are listed on Google WMT. We have searched through the website along with checking through the source code. Should we still disavow the domain? Hacked site vs No site
So I have this website that got hacked with cloaking and Google has labeled it as such in the SERPs. With due reason of coarse. My question is I am going to relaunch an entirely new redesigned website in less than 30 days, do I pull the hacked site down until then or leave it up? Which option is better?

Does Google Consider a Follow Affiliate Link into my site a paid link?
Let's say I have a link coming into my domain like this http://www.mydomain.com/l/freerol.aspx?AID=674&subid=Week+2+Freeroll&pid=120 Do you think Google recognizes this as paid link? These links are follow links. I am working on a site that has tons of these, but ranks fairly well. They did lose some ranking over the past month or so, and I am wondering if it might be related to a recent iteration of Penguin. These are very high PR inbound links and from a number of good domains, so I would not want to make a mistake and have client get affiliates to no follow if that is going to cause his rankings to drop more. Any thoughts would be appreciated.

Untrusted site - malware!
I recently had my link profile done as I was badly effected by something in 2012 (Penguin, Panda.. who knows? never got a message from google in webmaster about anything). Loads of INBOUND links were identified as being 'dodgy'' and the person highlighted them in different colors. However, another seo éxpert' told me to leave them (perhaps remove just 3 of them) and don't bother with the rest. Now I am not sure what to do? Any opinions? RED

3 were highlighted as being from untrusted malware. I think I should disavow them but really, would 3 make that much difference for a fall in my site? ORANGE

I have read (and asked on this forum) about disavow but the more I read the more I am getting confused about the next action. I tried for one year to get rid of any bad outbound links, did blogging, social media, improved content, landing pages etc but all to no avail. Any opinions appreciated. I am not looking for a magic bullet, I know there isn't one. New domain or flagged domain?
New client had a domain get flagged by Google and disappear from search rankings. He left is old website company and wants us to design new site using the flagged domain. Are we better off using a new domain or try to resurrect the flagged domain?
