U.S. Vs. Canada search volume

How does Moz differentiate Canadian data vs. U.S. data? I'm particularly interested in search volume. Why is there such a big difference in volume (much less in Canada)? Is this due to population differences or are there other factors?
For example, see the monthly volume for the keyword "Business resilience":
U.S. = 360
Canada = 6This seems like a huge difference!

How do I find out what low-volume keywords are best to target?
Since many of our products and services are purpose-built for a niche community, I find that many of the keywords I am researching are all low-volume. Data on the Keyword Difficulty Tool show '0' under Bing Search Volume (exact match). I know what my competitors are targeting based on their title tags and web content, but I'm not sure if they did their keyword research homework, so I don't want to assume. Is GKP giving accurate Broad vs. Exact results?
I'm using the Google Keyword Planner, trying to get an idea of search volume, and I'm finding that if I check "Ad Keywords As > Broad Match", I get EXACTLY the same numbers as I do if I select "Ad Keywords As > Exact Match". I even exported the spreadsheets, and put them side by side, and the only difference between them is that one has "Keyword Type > Exact" all the way down the column, while the other has "Keyword Type > Broad". How can those numbers be the same?! Anyone else seeing this, or am I doing something incorrectly?! Thanks for your input!!

Google algo mistake in persian search?
I recently wanted to work on a high important persian keyword (شارژ ایرانسل) and analysis it on moz.com Difficulty SERP. Branded vs Generic keywords - is Google treating their rank equaly!?
Several times I have noticed that website receiving sort of a rankings drop penalty for certain wrongly built on-page strategies that involves keyword stuffing, wrong keyword density(too much) etc. The question is - how you guys think - is branded keywords receiving the same treatment from Google then generic ones? And here is why - for one popular brand I see that they ranking for their brand keyword very high(1th) but keyword density is awful - more then 10%. So, my guess is - if this keyword density you would apply for generic keyword you will end up nowhere to be found for it! Is that could be truth? How can a keyword has very low search volume (<10) and high competition?
Sometimes I notice in Google keyword tool that a keyword has very low search volume (<10) and high competition? Why would anyone go for a keyword with very less search volume ?? (note: If Checked in Google keywords tool with Exact match) Though I understand this tool doesn't always have exact data but still any explanation to that question?

Is there a tool that measures what keyword searches actually bring in clients?
Is there a tool to measure what keywords are bringing in clients? For instance, there is a keyword phrase with a high volume of searches so naturally I am inclined to include this phrase in my title tag. However, it does not seem like a search phrase that a potential client would use. Is there a tool to see what phrases actual clients are using?
