Which penalty is easier to fix, and how to go about it fixing the issues.

Thanks for your responses Matt and Andy, very useful information and I will go into them deeper to workout what is going on with my site.
It's interesting what Andy says about older sites getting hit the mosts as we are seeing new sites with high rankings, when in the "old days" it would take ages for these sites to rank for very competitive keywords.
We have not received a Google webmaster penalty, but have been hit by one of the black and white animals. We have disavowed many links and have seen some recovery, but need to see more progress.
I'll check out the links above and see if it will help in understand what to do.

Both come with their own unique problems, and each target different areas. Neither is particularly easy to fix, but because Panda covers so much more than just backlinks, that it can take a long time to track down what has caused a hit.
I have worked with companies that have been in Panda and then back out within a few weeks - others, many months.

Personally, I'd recommend hitting 2 birds with one stone and:
- Removing any trace of suspicious techniques: cloaking, keyword stuffing, etc
- Check your backlink profile on www.opensiteexplorer.org and for each listed link, ask yourself, "would I willingly show this to the Google webspam team".
- Improve your site design and information architecture so that you fulfil users' desires elegantly. I've personally found that a decreasing 'bounce rate' is one of the best indications that your site experience is improving.

Penguin 301 Re-Direct
Hi I already know the answer to this but wanted some backup. A friend of mine has asked me to take a look at his site. He was using an SEO company that saw him get hit hard by Penguin. He did the right thing and started all over with a new domain name. I've just noticed that the old domain name is actually setup to 301 to the new domain. This has to be a bad thing right?

Slapped by the Penguin
We had a client's website hit hard by the Penguin update, particularly on the 24th. Sitewide each keyword lost 10-20 positions. It was in #1 or #2 for the past couple years. We optimize all of our websites onpage features well and within the whitehat realm. Since this was the only website affected out of 50+ other sites, I am guessing the penalty came directly from the backlink profile which was quite bad. The client had bought two other directory link package deals about 4 years ago which all of the incoming directory links have the exact same anchor text. I warned him this was completely unnatural and we only went after "natural-looking" links since then. Keep in mind these links were from 4+ years ago and did very little for rankings as we came into the picture. Out of 143 root domain links, around 45 use the same anchor text in link. We started with about 50 links total 2 years ago and have since built a very good quality profile, or so I thought. I was almost certain is was enough various anchor text to dilute it down. I'm wondering if any of your websites that have been hit have a high amount of exact match anchor text. I can't believe Google would penalize just for linkbuilding because it seems to be an easy way to attack competitors but all my data is looking that way. Optimizing one site for multiple countries
I am working on a project, where we have one website, with a country specific domain, which is currently ranking well in local search. The client now wants to expand his business into two new countries (all english speaking) and would like to rank for the same keywords in these two new countries. The customer do not want to create new websites for the new countries. Because its a local domain and the website is setup for local search in GWT with locally hosted server, i expect challenges in optimizing for new countries without impacting the current local ranking. Question 1: What would be the recommended approach for maintaining their existing ranking on local search, while optimizing for the new countries.

Is having one analytics account for lots of projects bad?
I manage several online web projects that have no link to each other. Now my question is if it will have any negative impact on ranking if I administer all those webpages with one account. Usually google penalizes sites that are obviously linked to eachother. Is administaring several sites with one analytics account reason enough for google to penalize my sites?

On a dedicated server with multiple IP addresses, how can one address group be slow/time out and all other IP addresses OK?
We utilize a dedicated server to host roughly 60 sites on. The server is with a company that utilizes a lady who drives race cars.... About 4 months ago we realized we had a group of sites down thanks to monitoring alerts and checked it out. All were on the same IP address and the sites on the other IP address were still up and functioning well. When we contacted the support at first we were stonewalled, but eventually they said there was a problem and it was resolved within about 2 hours. Up until recently we had no problems. As a part of our ongoing SEO we check page load speed for our clients. A few days ago a client who has their site hosted by the same company was running very slow (about 8 seconds to load without cache). We ran every check we could and could not find a reason on our end. The client called the host and were told they needed to be on some other type of server (with the host) at a fee increase of roughly $10 per month. Yesterday, we noticed one group of sites on our server was down and, again, it was one IP address with about 8 sites on it. On chat with support, they kept saying it was our ISP. (We speed tested on multiple computers and were 22MB down and 9MB up +/-2MB). We ran a trace on the IP address and it went through without a problem on three occassions over about ten minutes. After about 30 minutes the sites were back up. Here's the twist: we had a couple of people in the building who were on other ISP's try and the sites came up and loaded on their machines. Does anyone have any idea as to what the issue is?

Two domains One hosting account
I have two separate domains set up on one hosting account through godaddy. Will this affect the SEO negatively? They are completely different sites with their own unique domains but on my local files the second domain is set up as a subfolder for the original hosted domain. Any thoughts? Thanks in advance.
