Good and Bad of Comment Hut?

Hi All,
A new client in a competitive market (international car hire - Car Trawler affiliate) is using Comment Hut to gain links to his site.
I have not used this service so am wondering, with the latest google stuff, what the good the bad and the ugly is on the comment hut service.
Does it work?
Should we avoid it?

I never used this software either, but in a one look to its website I am not really impressed… the website is more like a sales copy and seriously pushing its product to the market.
By reading the product explanation that is available on their website, ‘Comment Hut Plus allows you to find WordPress blogs that Google says are related to your keyword.’ This mean the software will find you relevant wordpress blogs that you can also find by using advanced Google queries…
I don’t really see anything exciting in this but as it contains only $10 so you can buy and give it a try!

Website has a barrage of comment backlinks from 2011
When Google rolled out Panda and Penguin, I assume these links have been discounted and any site punishment has already happened. The website is performing well, however, just recently these comment backlinks have started popping up again as "new" backlinks on Ahrefs. Being "newly-found", will this have a negative impact on the website? Should we be worried about these and start disavowing or is it OK to ignore them? Thanks.

Community Consensus: Are These Good Links?
I recently used a firm to do 2 months of outreach as a test for quality of work. Their reporting process is monthly, which seems fair, but after the first month's report I was sorely disappointed with the targeted domains for links. Apparently, the firm decided to condense the two months of outreach in to 4 days, so by the time I was finally able to see the work, the "job is done." Again, extremely disappointed. The original SOW was to target set posts for outreach in month 1, review/adjust and move in to month 2. No dice. So, here I am now left with a list of sites that have been targeted for outreach, being told "they are quality sites." What do you think, am I missing something and these are truly good links? Followed links bad?
I send press releases through 2 different press release agencies. I noticed in the past year or so that one of the agencies started tagging all of the links in my press release with rel=nofollow while the other did not. I couldn't figure out why, so I actually called the "nofollow" agency...they told me that they do this because it is actually BETTER for SEO and that google would penalize you for creating new press releases that do not contain "nofollow" tag.. and that this was done as a result of some recent change to google's algorithm....now I do not know who to believe. Has anyone else heard of this issue and maybe could this be specific to press releases?

Is there any BAD SEO implications to acquiring backlinks from customers?
What would be the negative aspects to sending customer's requests for a backlink in conjunction with asking how their experience with us was? Backlinks are one of the toughest for our niche industry to acquire and this seems like one of the best angles to cover, since we have .edu , .mil , .gov , and many bigname companies making purchases from us. Would if be wrong to offer a small 5% discount during their next purchase if they create a backlink with us? Or if we added a " Customer's we've served " section including their logo or text link? Will 404-ing a URL neutralise any bad incoming links?
We're cleaning up one of our sites which was affected by Penguin. If we rename an example page1.html (which has 400 bad incoming links) to page2.html (with no 301 redirects), will Google disregard the poor links entirely? So, page1.html will return a 404 page. Many thanks for your help. James P.S. I am aware that we may lose any positive link juice from any 'good' links which come in to page1.html.
