To answer your questions, YES, the link wheel still works, but only if you do it right, I mean, it all depends on the quality of your link wheels.
A properly built link wheel, will take more time (and/or money) to build but the results will be up there, you'll get increased keyword rankings and also indirect traffic from the link wheel sites, and contrary to popular belief, if you build it right, google will not be able to spot it and you'll be penalty free.
If you plan to build a link wheel, I would recommend you to read all the resources at linkwheel.pro before you start building one.

Well, you can move to a black or gray hat technique of link building, get results (maybe), and if you do, just have them later backfire on you when Google updates the algo and puts you back to square one.
I would suggest continued education such as http://moz.com/academy or other related sites. There is a ton of info out there, just have to see what works for you.

Probably not. If you are going to pay $500 and get a link wheel, you will end up with a bunch of spammy/low quality sites linking to each other and to you and that will just kill you. In theory, if all the sites were of high quality and were on related topics, sure it would help, but the time and effort and cost would not be worth it.

I'm in the process of relaunching a music news site (www.prefixmag.com) that once did quite well in search (over a million monthly search visits in its prime). The site got crushed by Panda, etc. and we stopped updating it. I'm starting to do more research but one thing that I noticed was we have modules in the right rail (desktop) that are found on all of our article pages that point to the same posts. (Edit: Added attachment. The links in the right rail under Editor Picks, Features, News, Media, etc. are found on every page of the site). In other words, we have thousands of posts that all link to the same 20 or so articles. Should we not do this if we're not trying to emphasize these posts in Google? Assuming this is the case, what is the proper way to do internal linking? Do we simply setup a sitemap and link to it? I'm hoping to have the thousands of articles we've published over the years have a chance to rank in search again. Manual Links Vs. Smart Links
Hey Everybody, Is there any downside to the smart link plugins that I see all over wordpress? Basically in short I enter a keyword and where I want that link to go (primarily internal) and set the parameters of repetition etc and it automatically adds the link to that. Now other than the obvious situation where it might put a link in an awkward place, is there anything wrong with this sort of software? Part of me things that this sort of software would not be liked by Google, and that it isn't really getting counted as a true link, but i wanted to see if there were other thoughts or experience with this.

Ecomerce: Would 4 link sections leak too much link juice?
Hello, In my content management for our ecomerce site, I've found that there are sometimes links to sites in our industry that have "helpful links" sections. Several strong sites link directly to these resource sections. There are 4 different topics that fit this trend in our industry. Would it leak too much link juice to make 4 comprehensive link sections and place a link to them on our "Useful Articles" page? Or should I stick to one comprehensive link section? Or perhaps a small link section? Or none at all? Thanks.

Houzz Comment Links
A company I am working with has been posting pictures and links to their website in the comments section of Houzz articles. I notice many companies have been doing this in general. While it generates decent amounts of traffic, I am wondering if google sees 30 links coming from article comments that it will deem that as spam? My gut tells me to send these comment links to the Houzz member profile, then direct them to your own website. Thoughts? ***Anyone in home design, decor, etc. should really get involved there. Fantastic source of business for professional in that field.

Footer Links And Link Juice
I'm starting to learn about link juice and notice in GWMT > Traffic > Internal Links, that the list is in this order by the links counted on each page. Some are in the footer and some are in the header, with some being more important than others commercially i.e. /register /privacy /terms /search /sitemap /disclaimer /blog /register So I am wondering if I should add a 'no-follow' attribute to the footer links i.e. privacy, terms, disclaimer and leave the others as they are? Why are none of my incoming links showing up in SEOmoz or Google? How do I get good legit incoming links?
There are hundreds of sites that are linking to my website, but nobody is showing it. Google wont display any when using link:eugenecomputergeeks.com, and in webmaster tools it only shows 46 incoming links. SEOmoz shows only 3 links. This just isn't so. Why is this? I DESPERATELY need valid incoming links from well ranked websites , and having lots of trouble getting them. Nobody in town with a well ranked site seems to want to do a link exchange, and I've already made the mistake of buying my way into directories, which didn't do anything good for my rankings. Thanks!
