Should I 301 redirect my old site are just add a link to my new site

I used to offer design and web services on a site that is current blank (no content, no links). My questions is should I add a little bit of content, maybe a brief explanation with a link to my new site. Or should I just add 301 redirect. This is purely a question of what is better for SEO and ranking for my new site (not a branding question).

If the site has no content, backlinks, rankings, or value whatsoever, I say let it 404 out and sail off into the sunset. From the sounds of things, the site is pretty valueless at the moment.
Is the site currently ranking at all? For any relevant keywords you may see value in? If so, then you should go through this migration guide and make sure you properly implement redirects and notify Google that your site has moved.
If there are backlinks of value, make sure you update those to the new website address.

Outranked by link farm
Hello Mozzers, I got a questions about some rankings. Some of my sites always had no. 1 rankings for most of the competitive terms per niche. I recently made the change to a full responsive design for more mobile friendliness. No all of the sudden I see different competitors that are not mobile friendly outranking me for some of my most important keywords but also I see some link farm sites (like: camping.startpagina.nl) outranking me for some terms. I was under the impression that Google doesn't like link farm sites? Also I provide a lot of good unique content on my pages and my competitor does no such thing. Still for some terms he outranks me. I understand that it can't be just 1 thing and that there are a lot of factors playing a rol in the big picture but still, you must understand that this is pretty frustrating. I obey the rules of the search engines and see competitors do no such thing and still being outranked by them. Further details of this matter can be send to you in PM if you need it. We have a manual action against us on Google webmaster tools for unnatural links. While evaluating our back links, I noticed that forums with low page rank/domain authority are linking to us. Is this hurting us?

Guest post linking only to good content
Hello, We're thinking of doing guest posting of the following type: 1. The only link is in the body of the guest post pointing to our most valuable article. 2. It is not a guest posting site - we approached them to help with content, they don't advertise guest posting. They sometimes use guest posting if it's good content. 3. It is a clean site - clean design, clean anchor text profile, etc. We have 70 linking root domains. We want to use the above tactics to add 30 more links. Is this going to help us on into the future of Google (We're only interested in long term)? Is 30 too many? Thanks.

Competitors Building Bad Back Links
