Is using frameset to usurp PR from an old domain okay?

I have a competitor who leapfrogged in Google SERPs after they purchased a domain that was let let go by a related authoritative organization and used it to redirect traffic from it to their website using frameset code. Is this a legit practice? Is this blackhat SEO? Here's the entirety of the code from the retired domain:

the rank for the old domain is not transfered to the new domain using frames.
calling and old page may cause it to be loaded in a frame located on the new domain, but a 301 will do this and transfer the link juice also. So the 301 wins hands down every time.

I'm convinced my competitor used this tactic for the sake of usurping PR and it worked. The domain they purchased was previously used for an "official / government" type of entity that had domains (.edu types) with PR ratings of 7 linking to it -- the result is the site that's being redirected to wound up with a PR6 and jumped up the SERPs.
I sent several spam reports to Google, and it seems to have resulted in the old domain name being demoted in the SERPs for the relative keywords, however the site that benefited stayed in its place on the SERPs (#2) for the primary keyword which was applicable to both. Interestingly enough, I just now looked and their PR dropped to 5 from 6.
Seems to me the site that was enjoying the boost should have been demoted as well.
Bottom line is I can't see me trying to do the same thing albeit I have a few other domains that I purchased that had relevant traffic coming to them and I did a legit 301 to my domain for the sake of the referrals and not for a bump in the SERPs or PR.
So now the question is: Is it considered good practice to buy an abandoned domain that has relevant / related traffic coming into it and redirect that traffic to my website using standard 301 redirect code?

I cant see this working, better to point links to your site from the compeditors site.
You can 301 redirect, but i believe that it would not work well, as SE's can see that the sites are different. and why would they let you have the links of anouther site.
if you coped the content from the old site to the new then diod a 301, it would like you were swapping domains or merging sites and that would be ok, but simply trying to pass the credirt fromone web site to anouther web site i dont think they will like.

Using hreflang for international pages - is this how you do it?
My client is trying to achieve a global presence in select countries, and then track traffic from their international pages in Google Analytics. The content for the international pages is pretty much the same as for USA pages, but the form and a few other details are different due to how product licensing has to be set up. HOW TO DO RECOVERY AUTHORITY OF OLD DOMAIN NAME? I got some advise on this in another post here on MOZ based on this i need a few answers TO SUMMERIZE**:****.** My client got some REALLY bad advice when they got their new website. So they ended up changing the domain name and just redirecting everything from the old domain and old website to the front page of the new domain and new website. As the new domain not optimized for SEO they of cause now are not ranking on anything in Google anymore. QUESTION 1 According to my client, they use to rank well on keywords for the old domain and get a lot of organic traffic. They don’t have access to their old google analytics account, and don’t have any reports on their rankings. Can anyone suggestions how I can find out what keywords they were ranking on? QUESTION 2 I will change the domain name back to the old domnain name (the client actually prefer the old domain name) But how to get back most possible page authority: For information titles, descriptions, content has all been rewritten. A - Redirect I will try to match the old urls with the new ones. B - Recreate site structure Make the URL structure of the new website look like the old URL structure Etc. the old structure use to be like olddomain.com/our-destinations/cambadia.html (old) newdomain.com/destinations/Cambodia (new) Or olddomain.com/private-tours.html (old) newdomain.com/tailor-made (new) does the html in the old urls need any attention when recreating the permalinks in the new websites. Domain forward or 301 redirect
My company recently acquired another company including their web presence. We are soon ending their website and will be either 301 redirecting their domain to our domain or pointing their domain to our nameservers. Their domain authority is only 25 while our domain authority is 32. Their domain was created in 1998 while ours was created in 1999. So to keep our domain authority up or enhance it, should we do a 301 redirect or a domain forward. And that is if there is any difference? Thanks Chris

Best way to handle traffic from links brought in from old domain.
I've seen many versions of answers to this question both in the forum, and throughout the internet... However, none of them seem to specifically address this particular situation. Here goes: I work for a company that has a website (www.example.com) but has also operated under a few different names in the past. I discovered that a friend of the company was still holding onto one of the domains that belonged to one of the older versions of the company (www.asample.com) and he was kind enough to transfer it into our account. My first reaction was to simply 301 redirect the older to the newer. After I did this, I discovered that there were still quite a few active and very relevant links to that domain, upon reporting this to the company owners they were suddenly concerned that a customer may feel misdirected by clicking www.asample.com and having www.example.com pop up. So I constructed a single page on the old domain that explained that www.asample.com was now called www.example.com and provided a link. We recently did a little house cleaning and moved all of our online holdings "under one roof" so to speak, and when the rep was going over things with the owners began to exclaim that this was a horrible idea, and that domain should instead be linked to it's own hosting account, and wordpress (or some other CMS) should be installed, and a few pages of content about the companies/subject should be posted. So the question: Which one of these is the most beneficial to the site and the business that are currently operating (www.example.com?) I don't see a real problem with any of these answers, but I do see a potentially un-needed expense in the third solution if a simple 301 will bring about the most value. Anyone else dealt with a situation like this?

Move webshop domain to the brand domain?
Hello, A client of mine has a brand with a website for over 10 years now.

About 4 years ago the have opened a webshop on an other domain (like www.brandnamewebshop.com). At this moment the brand domain has a seomoz authority of 45.
The webshop domain authority is 25. The question:
Would it not be better to transfer the webshop to the brand domain because of the domain authority? If so, how can this be done the best way? With a 301?
I also think: what a loss of energy of building the authority on the other domain.
Is it an idea to use both domains for a webshop and rewrite the content? Or is there an other way to still make use of the built up domain authority? Would it really help the other domain when I make a 301 redirect (and make use of the pointing links to the webshop domain?). I hope somebody have some experience with this...

PR Media and Syndications
I’ve noticed that lot of my competitors who have good results in SERPs use or have used Pr Release and syndication to hundreds and thousands of sites. Just wondering how Google will react to the article that is published in different sites and has the same content and anchor link. Will it be considered a spam or no? Is it advisable to go with pr syndications after Penguin and Panda updates or no? Thanks.

Changing domain extension to detoxify a domain
Hi there, A linkbuilding company that has been building links for us has not gained any sustained results. They have advised that our domain may be toxic, and that we should consider permanent redirecting from .co.uk to another domain extension in order to remedy this. Is this a recommendation worth considering?
