Why DoFollow & NoFollow Attributes on Same Internal Text Links?

I want to know that, why SEOmoz have defined DoFollow & NoFollow attributes on same internal text links? Please, find out attachment to know more.
Left bar have On-Page / Site Optimization link with dofollow attribute but, right section have nofollow.
So, why should they have apply on DoFollow or NoFollow attribute on same text links?

Good to know! I don't want to raise one more question with it. But, want to know that, Can I do it with my eCommerce website.

It is to control the flow of link juice. Since they can not control the questions coming in (order, frequency, topic etc), they chose to only follow the links that are static which appear in the menu on the left. This focuses link juice exactly where they want it. Also, the links within the Q&A's coming in get doubled or tripled up, and this is unnecessary link juice as well. Hope that makes sense and helps!

Too many on-page links
Hi, I've apparently got too many on-page links on 79 of my webpages. The majority of these pages are category pages, like this: https://www.turnkeymortgages.co.uk/mortgage-advice/mortgages/... so, what's a person to do? Obviously the page would be useless without the links. Should I just ignore these 'errors'? Or is there something else I should do? I don't want to appear manipulative by labelling them nofollow... Varied or consistent anchor text?
Should be focussing on consistent anchor text (for internal links) across my site to focus on specific keywords, or would it be more beneficial to variations of keywords? Just food for thought 🙂

Too Many On-Page Links, Can You HELP???

To many links on a single page Error
I've seen it a few times where you should have less then 100 links per page to help crawling unless your a massively authoritative website. But what happens when your a large ecommerce website with categories and sub categories, you could have a category called 'computers' with a drop down list containing lots of sub cat links. Whats the solution to this? Cheers

How impactful will text at the bottom of the page be?
If the most important content for humans on my page is images (e.g., a picture gallery), but there is very little text high up on the page, how impactful will a text description at the bottom of the page be? I've seen a few other sites put content paragraphs at the bottom of their pages. LIke so: http://www.purpletrail.com/invitations-online http://www.tinyprints.com/ Is this something I would do well to emulate?

Do external links drain PageRank?
Example: A page has 100 links, 90 internal links and 10 external links. The page has a Google internal PR of 1000. The question is: Is the pagerank that flows to the internal links being calculated taking into account all links on the page (internal + external) or only the 90 internal links? E.g. is the PR that flows to the internal links 1000/100 or 1000/90? Are links to external sites "votes" that do not affect the internal PR flow? Disclaimer: I understand that the maths behind the PR algo are more complex. This simplified example only serves to explain my question.
