If two websites pull the same content from the same source in a CMS, does it count as duplicate content?

I have a client who wants to publish the same information about a hotel (summary, bullet list of amenities, roughly 200 words + images) to two different websites that they own. One is their main company website where the goal is booking, the other is a special program where that hotel is featured as an option for booking under this special promotion.
Both websites are pulling the same content file from a centralized CMS, but they are different domains. My question is two fold:
• To a search engine does this count as duplicate content?
• If it does, is there a way to configure the publishing of this content to avoid SEO penalties (such as a feed of content to the microsite, etc.) or should the content be written uniquely from one site to the next?
Any help you can offer would be greatly appreciated.

Appreciate the response, Keith. The integration would be ideal, I agree. It has to do more with the booking path of the properties and how they have that set up (proceeds for one booking goes to different organizations, and this is how they want to keep it ironed out). Yes Google will flag this as duplicate content eventually, chances are one will rank and the other wont.
Unless both of the sites are on the same server and of poor quality, in which case I doubt any of them will rank well.
The only way to not get penalized would be to create unique content on each site.
Why not just integrate both of the sites and create a promotion page?

If they pull the same content even from different sources, there still could be duplicate content issue. Most likely the higher authority site will be considered as the 'original' source.
The content needs to written uniquely - at least re-written extensively enough (new words, different phrasing, etc) so it passes Copyscape test

Duplicate Content - Reverse Phone Directory
Hi, Until a few months ago, my client's site had about 600 pages. He decided to implement what is essentially a reverse phone directory/lookup tool. There are now about 10,000 reverse directory/lookup pages (.html), all with short and duplicate content except for the phone number and the caller name. Needless to say, I'm getting thousands of duplicate content errors. Are there tricks of the trade to deal with this? In nosing around, I've discovered that the pages are showing up in Google search results (when searching for a specific phone number), usually in the first or second position. Ideally, each page would have unique content, but that's next to impossible with 10,000 pages. One potential solution I've come up with is incorporating user-generated content into each page (maybe via Disqus?), which over time would make each page unique. I've also thought about suggesting that he move those pages onto a different domain. I'd appreciate any advice/suggestions, as well as any insights into the long-term repercussions of having so many dupes on the ranking of the 600 solidly unique pages on the site. Development Website Duplicate Content Issue
Hi, We launched a client's website around 7th January 2013 (http://rollerbannerscheap.co.uk), we originally constructed the website on a development domain (http://dev.rollerbannerscheap.co.uk) which was active for around 6-8 months (the dev site was unblocked from search engines for the first 3-4 months, but then blocked again) before we migrated dev --> live. In late Jan 2013 changed the robots.txt file to allow search engines to index the website. A week later I accidentally logged into the DEV website and also changed the robots.txt file to allow the search engines to index it. This obviously caused a duplicate content issue as both sites were identical. I realised what I had done a couple of days later and blocked the dev site from the search engines with the robots.txt file. Most of the pages from the dev site had been de-indexed from Google apart from 3, the home page (dev.rollerbannerscheap.co.uk, and two blog pages). The live site has 184 pages indexed in Google. So I thought the last 3 dev pages would disappear after a few weeks. I checked back late February and the 3 dev site pages were still indexed in Google. I decided to 301 redirect the dev site to the live site to tell Google to rank the live site and to ignore the dev site content. I also checked the robots.txt file on the dev site and this was blocking search engines too. But still the dev site is being found in Google wherever the live site should be found. Content and url duplication?
One of the campaign tools flags one of my clients sites as having lots of duplicates. This is true in the sense the content is sort of boiler plate but with the different countries wording changed. The is same with the urls but they are different in the sense a couple of words have changed in the url`s. So its not the case of a cms or server issue as this seomoz advises. It doesnt need 301`s! Thing is in the niche, freight, transport operators, shipping, I can see many other sites doing the same thing and those sites have lots of similar pages ranking very well. In fact one site has over 300 keywords ranked on page 1-2, but it is a large site with an 12yo domain, which clearly helps. Of course having every page content unique is important, however, i suppose it is better than copy n paste from other sites. So its unique in that sense. Im hoping to convince the site owner to change the content over time for every country. A long process. My biggest problem for understanding duplication issues is that every tabloid or broadsheet media website would be canned from google as quite often they scrape Reuters or re-publish standard press releases on their sites as newsworthy content. So i have great doubt that there is a penalty for it. You only have to look and you can see media sites duplication everywhere, everyday, but they get ranked. I just think that google dont rank the worst cases of spammy duplication. They still index though I notice. So considering the business niche has very much the same content layout replicated content, which rank well, is this duplicate flag such a great worry? Many businesses sell the same service to many locations and its virtually impossible to re write the services in a dozen or so different ways.

Duplicate Content based on www.www
In trying to knock down the most common errors on our site, we've noticed we do have an issue with dupicate content; however, most of the duplicate content errors are due to our site being indexed with www.www and not just www. I am perplexed as to how this is happening. Searching through IIS, I see nothing that would be causing this, and we have no hostname records setup that are www.www. Does anyone know of any other things that may cause this and how we can go about remedying it?

Websites being hacked & duplicated, what should we do?
Hi, please help! Our website was hacked and being totally duplicated. They even injected codes to intercept our orders. Although the codes issue had been solved, still there're two mirror sites out there. When search for some of our key words, they even have good ranks. URL Duplicate Content Issues (Website Transition)
Hey guys, I just transitioned my website and I have a question. I have built up all the link juice around my old url styles. To give you some clarity: My old CMS rendered links like this: www.example.com/sweatbands My new CMS renders links like this: www.example.com/sweatbands/ My new CMS's auto-sitemap also generates them with the slash on the end. Also throughout the website the CMS links to them with the slash at the end and i link to them without the slash (because it's what i am used to). I have the canonical without the slash. Should I just 301 to the version with the slash before google crawls again? I'm worried that i'll lose all the trust and ranking i built up to the one without the slash. I rank very high for certain keywords and some pages house a large portion of our traffic. What a mess! Help! 🙂

Duplicate content
I have to sentences that I want to optimize to different pages for. sentence number one is travel to ibiza by boat sentence number to is travel to ibiza by ferry My question is, can I have the same content on both pages exept for the keywords or will Google treat that as duplicate content and punish me? And If yes, where goes the limit/border for duplicate content?
