[Feedback Wanted] Building exact match anchor links for awkward phrases

We all know that exact match anchor text is sill a key factor in ranking well on the engines, but how do you build links for awkward phrases like.
**ppc london **
**architects new york **
**accountants new york **
The Bio Solution
I know one solution might be to include the anchor in your bio after the company name like:
_Luke Skywalker works for DeathStar Accounts New York and often blogs about fishing, playing golf and kissing his sister. _
Are Some Key Phrases Too Spammy
But say for example you want to link in the content, obviously you can phrase things differently and make it sound "ok" and probably "acceptable" but it still sounds a bit rough when it reads like this:
"We performed a review of all the accountants london and found them to have worse Excel skills than my grandma."
Obviously this would read better as:
"We performed a review of all the accountants in london and found them to have worse Excel skills than my grandma."
Possible Options:
- Just deal with it, the blog owner will let it slide more than likely if the rest of the content is useful / quality.
- Change the anchor slightly so its not exact match e.g "accountants in london" and optimise the page for "accountants london"
- Choose another phrase that reads better and has fewer monthly searches
If anyone has any ideas, suggestions or feedback I would love to hear them.

There are usually ways to work this stuff into content but as Nakul said, variance is key.

I would suggest using combinations of option #2 and #3. Basically using keyword variations as well as secondary phrases. You should never be dependent on 1 phrase, because not everybody searches like that and every person searching using a variant keyword is still a potential client.
Also, surrounding text helps as well. So if your links (internal and external) are like:
"PPC Management Services by XYZ in London" where XYZ is the anchor/brand name.
Varying anchor texts, not just 10/20/50 links for your primary phrase. That's not natural links.

Link Building
I have to develop a strategy for link building. The SEO guy I have been speaking with has started putting links on .edu sites etc . To me - this "stinks" of manipulating the search engines - which I know we will get stung by at some point. I hope this isn't standard practice - but I don't know what the best way to improve rankings in terms of links etc. We sell health products and are starting to put out 3-4 high quality articles per week. Measurement of Link Value
Over the past few months I have encountered webmasters who claim to be using instruments far better than open site explorer but they will not disclose what they are. Are there better ways of determining the value of a link than OSE? Is "link juice" more important than page/domain authority where the link resides? Or vice-vesa. Any help understanding this would be appreciated. I do not want to offend other webmasters but I also do not want to be fooled by them either while negotiating a link exchange with them

Links from Directories
We are currently listed in a number of Association Buyer's Guides. We signed up for these last year in an effort to increase our external links. With recent Panda changes, do these links carry any value for us? Here are some examples: http://buyersguideforeducators.com/ http://wasteindustrymarketplace.com/ http://wefbuyersguide.com/ We're in about 40-50 of these different directories. Thanks, Ben
