Is 15 keywords enough to properly optimize content for an entire domain?

I have recently moved in charge of a 95 page web portal that has around 8 categories of content.
The SEO agency I am touch with has sent me a proposal that says they will do on-page optimization for this domain for 15 keywords. Should that be enough? What should be my expected outcome?
My promise to the client is that core pages from his website will show up early on the SERPs. If they can do this, I am fine with it.
Do you think I am getting the right deal? Should I be asking for more?

It's not really about he number of keywords your targeting , but making sure you're targeting the right keywords.
You need to consider:
how difficult it will be to rank for you chosen keywords (What cost / time)
The return on investment - how much traffic is optimising for the keyword going to get you (be realistic)
What is the value of the traffic from this keyword to the business. How relevant are the keywords to the business's offering and the searchers needs?
How well does this traffic convert? There's no point ranking highly for terms that just send you badly qualified traffic that is just going to bounce...
Can you identify any "low hanging fruit?" Are there less competitive terms that you can rank for more easily and still earn some traffic?
Even if there is less traffic for a keyword, you can find that a large slice of the traffic is worth more than crumbs for a more competitive term that you'll struggle to rank for.
The next question is whether on-page optimisation is going to be enough...

Greetings! I've read previous posts on this topic, but wondering if something has changed recently...On the on-page grading, the following was suggested:Use Keywords in your URL - high importance - easy fix _(In the past it has read difficult fix). _Could it be as easy as creating a new page with the name in the url, then redirecting to it? My site is www.enchantingquotes.com and the keyword that brings in virtually all of business is "wall quotes". I've read in the forum this isn't worth the trouble of trying to do, but the "easy fix" comment has me wondering...?Any help is much appreciated....I'm been trying to recover from a recent unexplained drop in rank. How Can I Rank My One Keyword ?
I read many places about never use the same keywords/anchor text this will consider as spam by google, so i want to know if suppose my main keyword is Indian bridal sarees than how can i give rank to that keyword, should i use the same exact keyword but in different format like bridal indian sarees or indian bridal sarees shopping something like that. Should i use LSI keywords in that keywords. Please help Second, I also read some people saying they use 70% primary keywords and 30% LSI or generic words, so that mean if i have 10 articles so in 7 articles i have to give primary keyword and the rest of the 3 will be generic. Kindly please advice this also.

SEO beginner- How to decide what keyword to go after?
I started a website called Think and Grow Entrepreneur. I'm not sure where to start with Keywords and which ones to go after. Should I input the same keywords over and over my blog to rank in those or should I look at every post as a single entity and try to rank different keywords in each blog.
