Should Penguin makes me question all reciprical links, even relevant ones?

Prior to Penguin, I had begun a link building campaign of sorts for a tourism bureau. All it was designed to do was leverage a wealth of relevant link opportunities that were right under our noses...the bureau's own members. These restaurants, hotels, attractions, etc are extremely relevant web sites with respect to the tourism bureau's target and niche.
The links were to be in the form of image badges stating "Proud member of..." with brand-only alt text and title tags. I will focus on keeping these links a reasonable percentage of the overall domains linking into the site, I will vary the alt text throughout, and cultivate the links slowly over a 5-month period.
But since the bureau's site already drives traffic to these individual member sites, the links we cultivate will end up being reciprocal. Even though they are natural in the purpose they serve, should we be worried, and consider abandoning the program?

The one constant you should always use as a guide is will this action benefit the reader? Anytime that answer is yes, then you should have nothing to worry about.
If you are using strategies with the intention of building links only, then you have to figure at some point in time, Google will adjust the value of those links.

What is a natural link?
Hi everyone, I'm trying to better understand what is meant by a natural link and would appreciate any assistance. Doing some competitor link analysis I've noticed a web developer who has created a directory for all its customers. This is not a directory in the traditional sense of being of use to an end user, but to my untrained eyes, it looks like an internal directory used solely for the purpose of link building. For all I know this might be perfectly good practice in the industry, but as a beginner, I'm attempting to get an understanding of things. My question is, what precisely is meant by a natural link? If the above scenario is all ok, whereby there are businesses in the same field of work, but ultimately could be in any given location, on a directory, are they natural links? Do these kind of directories that don't service an end user, exist if the common feature between them is say location only, or an seo agency only? Appreciate I could be completely out of kilter on this, but it seems the benefit on SERPs is pretty significant for something that seems pretty "unnatural" to me? Any guidance would be appreciated...tom

A few questions about unnatural links
i have just had another reconsideration request rejected by Google. In my rejection message they have given me 3 examples of unnatural links, but two of them I have had nothing to do with. My website is http://www.seoco.co.uk Here are the 3 links they mentioned: http://www.pyjamapeople.com/articles/authors/107/David-Eaves http://www.timeandattendance.co.uk/blog/?tag=access-control http://www.worx.at/blog/und-punkt/ the 1st one is just a website that republished one of my articles, I never submitted there or anything. Do I need to contact every single website that republished one of my articles and get those removed? Are they not classed as natural? Also, the page is not even cached by Google, why are they telling me to get rid of links that are not even in their index? The 2nd link is a client site and is definitely unnatural, I removed my link from the main part of the site a while ago but the blog footer was not updated, I will take care of that one. The 3rd link is a totally natural blogroll link that I had nothing to do with. What do you think I should do about it? Should I mention to Google on my next reconsideration request that it is in fact natural, or should I just bite the bullet and get it taken down? 14,000 blog comment spam links placed on one domain!!
Trying to clear up a manual link penalty a client has received and I have found the client's site has been blog commenting 14,000 times on just one domain!! I need to do a reconsideration request and show Google that I have cleaned up the mess (the client has 50k backlinks, of which I am not happy with about 75% so far!!) but I cannot expect the website in question to go through 14k pages. What would people advise here. Would you state the sheer number of links on this site in the reconsideration request and use the disavow tool? Doesn't this suggest that I have been lazy and not put the effort into to clearing things up up

Link Building Services Post Penguin
Hi Can anyone suggest a link building service that is of higher quality and still works nowadays? All the private networks were deindexed and it looks like we're left only with blasting software, which i don't really like. I am doing research on link building now and i can't seem to find any service that meets the quality of BMR or other deindexed Homepage Networks. Thanks!

Question about Competitive Link Comparison
Hi, I am trying to see where backlinks are coming from into my site using the competitive link comparison tool but it only seems to be finding those from my own site, even when I click on 'only external'. I know there should be links from Twitter, forums and our blog so I don't understand why these aren't being picked up. Any ideas? Cheers
