WIll Splash Page Triggered Only for iPhones Hurt SEO

Background
We are in the process of launching a website where ticket inventory and processing are handled by a third party. Our primary means of traffic generation (at least at first) will be through SEO traffic.
One of the things that they require of us is a script that will detect people with an iPhone and, upon entering the site, display a page giving people the option to call for help or continue to the site. (see attached screenshot)
We will still get credit for the transaction (tracked through the phone #) and they say that this increases conversion rate, so it is something that we would like to use, unless it will affect our ability to rank in mobile.
Problem
My concern is that we will be penalized by Google (or rank poorly in Mobile search) because the page that iPhone users (not iPad users) are served is hosted on a different domain and not optimized at all for the keywords people are searching for. This is obviously a non-issue if Google never sees the page, but I have heard that Google will emulate different devices when crawling pages.
Question
Can anyone provide any insight about this? I feel like we are adding value to customers by giving them the option to speak to customer support, but I'm afraid that Google will think we are cloaking or at best providing the same page to anyone entering with an iPhone. Is there a possibility that this could effect SEO traffic from other devices?

For our customers here at ebizautos, we offer a special mobile page that is hosted on our .mobi site. For example, universalautonv.com ranks really well in las vegas for it's search terms. When you find the result in the SERP's and visit with a mobile devices, it get forwarded to a different domain.
It has not affected out clients ability to rank!

Hi everyone! Let's use this as an example URL: https://www.example.com/marvel/avengers/hulk/ We have done a 301 redirect for the "Avengers" page to another page on the site. Sibling pages of the "Hulk" page live off "marvel" now (ex: /marvel/thor/ and /marvel/iron-man/). If I want to update the title of a page on my website would that negatively impact SEO?
I want to update a few page titles on my website. Some are duplicate titles, and some titles are just too long. Will my website be negatively impacted at all if I update these? I read somewhere that once you have created a page you need to stick to the title you have given it. So I am not sure if I should leave these pages be and make note of utilizing better SEO practices for the future or if I can go back and edit them. Any insight is much appreciated!

Category Pages
I'm debating on what the best category structure is for a recipe website and was looking to get some advice. It's a recipe/travel/health fitness blog but recipes reign on the site. Should it be: Option A website name\recipe\type of recipe\URL of specific recipe or Option B website name\type of recipe\url of specific recipe (and just cut out the 'recipe' category name) Any advise would be appreciated! Any downsides of (permanent)redirecting 404 pages to more generic pages(category page)
Hi, We have a site which is somewhat like e-bay, they have several categories and advertisements posted by customers/ client. These advertisements disappear over time and turn into 404 pages. We have the option to redirect the user to the corresponding category page, but we're afraid of any negative impact of this change. Are there any downsides, and is this really the best option we have? Thanks in advance!

Local SEO (Rankings) + UK-wide SEO (national rankings) - achieving both
Hi All, For clients wishing to sell online / generate leads nationally, yet still want to have a local online presence to attract town / county-wide customers, I've often placed Town / County locations within both the Title Tag (or just County if space is limited) and Meta Description, plus within the Hx headings, Alt-text and within the footer of every page. My question is, does adding the location of the client within these fields really infringe their attempts to rank nationally, as some nationally ranked pages have no mention of location while others have their location (Town, County or Both) shown within them? Does a page on a site with high domain authority build page authority easier? i.e. less inbound links?
Is this also why people build backlinks to their BBB profiles, Yellowpages Profiles, etc. i.e. why do people build backlinks to other pages that link to them? Wouldn't it be more beneficial to just build that backlink directly to your target?
