Is providing a paid scholarship to schools and receiving a back link, classed as a paid link scheme?

I don't think Google would want the negative PR from penalizing people for creating legitimate scholarships.
An alternative to creating a scholarship is to curate a list of relevant scholarships in your niche. There are scholarships for almost anything you can think of. Then go to sites that link to scholarships and let them know that you curated a comprehensive list of X scholarships.

Reading Google's link guidelines here, I would say that it could not be classed as a paid link scheme with some caveats: If it's a legitimate scholarship and not a façade or fraud being run by the school or manufactured by the link purchaser then the link is product of the scholarship and not a direct "purchase".
I would have thought that launching a decent scholarship would also generate additional, positive PR and links to the scholarship provider as a result.

Best advice: use them all, don't abuse or rely too much on them

There has been talk about scholarships on the Q&A before, you might want to do a quick search. While I don't know about the paid link aspect, I do know that one of the concerns brought up before is making sure the scholarship is legal for both the school(s) its being offered for, and in the states its being offered to, that there isn't any discrimination and the like.

Disavowing Links
I need some advice... I've noticed our link profile has increased with many comments links --- something I certainly have not pursued manually. I'm new to disavowing links. However, before I go ahead and disavow them, I'd like to ask how harmful these links are and would you recommend this is something I can do myself (relatively novice SEO) or if you'd recommend someone who could do this for a reasonable cost. Wierd link
We have recently receive linek from one website. The site is quite very powerful for the word we try to rank, however the link is kind of wired. This is how it looks like: http://villasdiani.com/?db The webmaster of the site said that he ads (?db) on the end so as we would see on our analytics the traffic from his site.. Also the link is from footer...is this good or it does not have value

We were penalized for a specific key phrase due to incoming links. How long to come back?
We were penalized for a specific key phrase, I had included a link using that phrase to the targeted page in a header on another site. This resulted in hundreds of identical lincoming links using that key phrase to the page, so I'm guessing that's what did it. I've since rectified the problem but about how long do you think it will take for the penalty to be dropped? We were knocked down about 10 places.

Hi, Ok, bit of a muddy subject for me because lots say it's a good method, great for getting things started and some say it's a complete waste of time and it's spammy. But I guess the difference between the two opinions is quality! I have stopped using directories but think it's time to add some diversity to my link profile. Hi guys! You must get many questions about external links... This is mine. If I get an external link with good authority ranking in google, but it is not relevant to the site (for example, my site is about marquees, but we could get links from schools, which are our main clients, or any type of client) Does that affect negatively somehow to the rankings? or there is good value on it even is not related?
