SEO planning: Franchise/multiple local sites

I am in the planning stages of franchising a cleaning business and was wondering if anyone had some ideas on SEO strategy. If money were no object and I had a team of hundreds of copywriters at my disposal, would the ultimate solution be to have the following sort of URL structure www.cleanbiz.co.uk/city within which there are numerous www.cleanbiz.co.uk/city/local-town pages?
If this is the best strategy then is it worthwhile to begin work towards ranking for cities and local towns within them prior to actually operating there? I understand that lack of physical presence will penalize me in terms of local search but would a lack of physical address and phone number render any foundation work pointless (for example, prior to having any franchises in say London, would it be worth while building quality content and links on a www.cleaningbiz.co.uk/london page, and then www.cleaningbiz.co.uk/london/notting-hill, alongside a blog and so on?)
Interested to understand the best way to go about this given the enormity of the campaign!

All of the sites you mentioned seem to do this primarily through user generated content (ie reviews). This path makes sense as it is "unique and providing value." It looks like reviews may just be the table stakes to play this game at scale.
I do like how thumbtack created some localized content here http://www.thumbtack.com/tx/houston/#/2014/1. That looks like something I could use for inspiration.

If that content is unique and providing value to searchers, then that's exactly what's working well in the Hummingbird/Pigeon SERPs these days. Many national directories with trusted brands are outranking individual small businesses. Check Yelp, Avvo, TripAdvisor, Thumbtack, Angie's List, etc.

We're talking about something along the lines of http://www.searshomeservices.com/pa/philadelphia-air-conditioning-repair? The way this site does it seems quite redundant - creating lots of duplicate content that I can't imagine Google likes. Have you ever seen someone do this at scale properly? If so can you show an example?

No, I'd strongly recommend a page (or set of pages) about the location that lives on your primary domain. Non-physical locations can only rank organically, and you're much more likely to rank organically using the strength of a parent domain.

I generally agree with Matt about the two pronged approach. If money is no object, build out a completely dedicated www.cleaningbiznottinghill.co.uk website for Local results, but for organic results, a directory like
cleaningbiz.co.uk/locations/london/nottinghill
is likely to rank better, at least in the current Hummingbird iteration.

"If money were no object" then the best plan would be a two-prong approach. Your prong would be #1. And cleanbizCITY.co.uk would be the second prong.
This would give you the possibility of not only multiple results in each page 1 but a dedicated landing page to build maps/NAP and local SEO to as well.

How to go about SEO when the content on all the pages is in a regional language (with its own script which is non-roman) but majority of searches are in the same language but roman script?
For example, the entire content is in an Indian language called Gujarati and the script is also Gujarati. However, when I did a keyword research, I found that majority of the searches are in Gujarati langugage by roman script e.g. "gujarati sahitya" meaning Gujarati literature. Any ideas would be appreciated.

Internation SEO question
I have a domain in the UK with ccTLD ending in ac.uk our website is www,metfilmschool.ac.uk and it ranks really well in the UK, we also own metfilmschools.com and we want to improve our SEO in the USA? Should I use the ccTDL domain and create a subdomain or should I use the .com domain? Is dynamic keyword insertion a viable local SEO tactic/strategy for your content?
Hi mozzers, I have a meeting tomorrow with the dev team to discuss about dynamic keyword insertion implementation on a new site. This site currently holds 40 geo specific microsites with several service pages each carrying unique content. These pages(about 400 pages) are seen by VP of marketing as hard to maintain and inconvenient when wanting to change content across these pages. The VP is looking to automate content as much as possible without hurting our local SEO efforts. The dev team will be asking me if dynamic keyword insertion could a viable strategy for these 40 locations without harming local SEO. Currently we have a robust local SEO strategy in place and wouldn't want to change it unless dynamic keyword insertion is a viable option and won't hurt all the seo efforts that are in place? If this is not a viable solution, any recommendations on any other solutions we could use to satisfy the VP? If you have used DKI for your local SEO efforts, please share your thoughts and results that you have seen. Any real case scenario data/knowledge would be really helpful. Thank you!

Having a keyword in a top domain extension like .com could benefit your SEO. Well I think it was like that.

One of the locations manager is searching for branded and non-branded keywords on his mobile phone and not able to locate the business (within the parking lot of the location). Our ranking reports via a local search platform and manual checks indicate the location is actually ranking well. and we're seeing progress in GA. Has anyone deal with something like this before? Local Seo Start Up?
Hi I've recently started a Web design and Local SEO business in the UK and would love some advice on best practices and resources to do best by my clients. The last thing I want to do is get their site banned or penalised by Google. In the past I have used article marketing to get 100s of backlinks but I understand it isnt that simple anymore.I might add that I always did SEO for my own sites, never offered it as a service to others. So, I'm less reluctant to take chances. From looking at the competition in the local market I won't have to get too many backlinks to outrank most other companies. How to get links for boring niches/industries?
I've asked this question before, but it's 12/18 months on, the SEO landscape has changed, and new people are aboard. So basically, how do others look/achieve links for industries that generally have static sites with little to report. My books are awash with forklift truck, accountants, concrete companies. Very little happens in their businesses - someone orders concrete... my client delivers concrete. Someone orders a forklift.... my client sends a forklift..... Yes, we can do a bit of social, but where else would people go for link building. If my client was a wedding photographer, a mountain climber or cancer specialist, I'd be rolling in ideas, as it is, I find myself a little stumped sometimes.
