Best Practice For Multisite Targeting Different States With Same Content

I am auditing a Joomla website that uses the MightySites component to create multiple versions of the same site for different state/province areas. For example, the site structure looks something like:
example.com/fl/
example.com/mn/
example.com/ny/
example.com/wa/etc.
Each of the state home pages are largely identical and much of the content within each state sub-folder is a copy of the original content on the main example.com site, with minor changes here and there. The client is a national organization and needs to keep this structure to allow each state to be able to edit and change their own content, though as far as I can see content doesn't actually vary much.
What's best practice here in reducing duplicate content issues? We can't use hreflang as it is all within one country (although it does also provide two different language versions of content, for which I will use hreflang.) Should we just canonical everything back to the corresponding pages on the example.com site?
Any thoughts or recommendations much appreciated.

I imagine the goal for duplicating the site is to have each state indexed in search. If this is the case, you'll want to create unique content for each state page. To go one step further, you might want to consider adding a unique image and title tag for each state and acquire their own relevant backlinks. Best of luck.

It sounds like first you would need to know how the other states are using their sites (folders). This will help you answer the canonical vs. unique content question.
For example, if the individual states are going put their own marketing efforts behind their piece of the site, you definitely don't want to canonical their section as power would be transferred away. However, if they're not actively marketing their section (building links, blogging, whatever), AND your client doesn't mind the individual states not having a lot of ranking power, then I'd say using canonicals within each section is a viable option.
Let's assume that for whatever reason you can't use canonicals. Then it seems like you can either 1) suggest some type of plan for the states to start building out their own content in their areas so content is more unique all the way around, or 2) have the association (or you) do it themselves. Regardless, there's elbow grease involved.

2 Websites Targeting Similar Keywords
One of my clients is set on setting up another website targeting some of the keywords/services on the main site. One of the services they offer gets traffic from natural search and also Adwords but doesn't convert well for this service. For other services (which are often utilized at the same time by the customers) the site converts well. My client feels that... The new site would be at the same address but have its own companies house registration, emails and phone numbers. My feeling is that we should take an above-board, risk-free approach and remove the Green Widgets service from the main site to ensure it doesn't upset Google. In other words go out of our way to minimise targeting of similar/same keywords across the 2 sites. My client strongly disagrees showing evidence of others using similar tactics (we have had the EMD debate as well). I am also concerned about Google Places and how this might be viewed here. Is dynamic keyword insertion a viable local SEO tactic/strategy for your content?
Hi mozzers, I have a meeting tomorrow with the dev team to discuss about dynamic keyword insertion implementation on a new site. This site currently holds 40 geo specific microsites with several service pages each carrying unique content. These pages(about 400 pages) are seen by VP of marketing as hard to maintain and inconvenient when wanting to change content across these pages. The VP is looking to automate content as much as possible without hurting our local SEO efforts. The dev team will be asking me if dynamic keyword insertion could a viable strategy for these 40 locations without harming local SEO. Currently we have a robust local SEO strategy in place and wouldn't want to change it unless dynamic keyword insertion is a viable option and won't hurt all the seo efforts that are in place? If this is not a viable solution, any recommendations on any other solutions we could use to satisfy the VP? If you have used DKI for your local SEO efforts, please share your thoughts and results that you have seen. Any real case scenario data/knowledge would be really helpful. Thank you!

Website pages for different cities
HI, Is it ok to have pages on my website that are specifically targeted for one town? Does Google frown on this? is there any thing I should know about doing this, like, does it hurt my seo efforts in anyway? National and Local rankings differences

I am in Australia and have a client I am working with that ranks quite well for their main keywords.
The business is based in Sydney but delivers Australia wide. The issue is - their main keyword ranks no.1 nationally.
If I set google to any of the main cities and type
Outdoor Mirrors Perth
Outdoor Mirrors Melbourne
Outdoor Mirrors Sydney
My client comes up no.1 But if I leave the city off the end of the keyword and I'm anywhere but Sydney I do not rank well for Outdoor Mirrors. The address of the business is in Sydney hence the no.1 there, but we said in Places that we deliver australia wide. Does anybody know why we don't rank well without the city added to the keyword and a way to remedy this? Thanks Nik0 -
Content Rewriting and Page ranking
Lets say that a prior writer did a horrible job with more then a few pages on your site and you wanted to rewrite the content for each landing page. A few of these landing pages are actually ranking pretty decently would it be ok to rewrite them as long as you kept the keywords and the density some what equal?
