There are SEO benefits to external links, but should they be nofollow?

I just read a great article on the SEO benefits of external links to relevant authoritative sites. But it didn't state if the benefits still existed if the external links were nofollows.
The article concluded: “Outgoing relevant links to authoritative sites are considered in the algorithms and do have a positive impact on rankings.”I found this old article on the subject, but opinions on the nofollow issue were mixed:

This is not gospel. It is an old fart kibitzing....
Nofollow is supposed to mean... "we don't vouch for this"... or... "these people paid us"... or... "don't count this"... or.... "we don't trust this".... So, on that basis, I would not add nofollow these links if I wanted them to be helpful.

Our website is GarageFlooringLLC.com. We rank relatively well for our main keywords but I am always looking to rank better. The 100 links question has been discussed to no end but I believe our website provides a great example of why a small business might have more than 100 links and IF we need to drop below that. Link to webdesign bureau in footer on follow or nofollow
As we are growing fast, more and more websites go online. When they do, we always put a link in the footer which says: ‘Webdesign by Conversal’. But this is creating a substantial amount of backlinks to our root domain with the same anchors. Recently, we’ve moved our websites to different servers to spread the risk of a server crashing. I think Google now sees the backlinks through different IP’s as artificial, not natural, while Semrush and Moz are giving us a toxic score. What is your advice on this? Will we need a ‘no-follow’ attribute to each link on every website? Or could we better write a small case article for each client, where we can link to in the footer?

SEO Benefit to Hosting Site on a Dedicated Server?
Our annual hosting plan expires soon. Our website is hosted on a shared server. Is there an SEO benefit to hosting our site on a dedicated server. Could this result in faster download times which is a ranking factor? Our traffic is currently low (only about 20 visits per day). Thanks!!

Hypothetical SEO Question
I am running a website for a law firm. It has been running for many, many years and has plenty of backlinks and authority. I then create a standalone website for a specific type of case that the law firm is handling. On that website, I have a page that copies some of the attorney bio text from the main website. How much of a negative impact will this standalone website have on the main website as far as duplicate content issues are concerned? Please explain your answer in detail. Thank you in advance.

SEO from links in frames?
A site was considering linking to us. Their web page is delivered entirely via frames. Humans can see the links on the page, but it's not visible in source. I'm guessing it means Google can't detect the links, and there is no SEO effect, but I wanted to confirm. Should I remove all rel=nofollow links?
I have a 60 page site that had some nofollow links sprinkled throughout, 50% of which are probably on its mailto: email links. Should I remove all nofollows all in one go, or just the mailto links first, and later the others? Or has anyone had any negative effects in 2012 from this?
