Manual action penalty revoked, rankings still low, if we create a new site can we use the old content?

Scenario:
A website that we manage was hit with a manual action penalty for unnatural incoming links (site-wide). The penalty was revoked in early March and we're still not seeing any of our main keywords rank high in Google (we are found on page 10 and beyond). Our traffic metrics from March 2014 (after the penalty was revoked) - July 2014 compared to November 2013 - March 2014 was very similar.Question: Since the website was hit with a manual action penalty for unnatural links, is the content affected as well? If we were to take the current website and move it to a new domain name (without 301 redirecting the old pages), would Google see it as a brand new website?
We think it would be best to use brand new content but the financial costs associated are a large factor in the decision. It would be preferred to reuse the old content but has it already been tarnished?

I would just start creating fresh content on the old site and wait for natural organic links to grow. The traffic will come back over time.

How to rank a page on established site quickly
Hi, I'm looking for information about how I can rank an e-commerce category page quickly from a link building perspective. It usually takes me 6-12 months to rank these pages within the top 3 spots with link building, but I would like to get results faster. My site is established for more than 10 years and performs well in Google organic search. Here is what usually works over a 6-12 month time span: 15-40 links within articles on DA 15-60 sites, built within 6-12 months More than 75% of the links are from blogs Variety of anchor text Combination of follow/nofollow Deep links to product pages within the category we're trying to rank Might be important to note that it was easy for us to get category pages listed in DMOZ categories, when it was still around but it didn't seem to play any role in getting ranked faster. Note: We only build links on real sites with real traffic and decent performance metrics. No PBNs or other crap sites. I'd sincerely appreciate it if anyone can make any suggestions or point me towards helpful info. Thanks!

If a website trades internationally and simply translates its online content from English to French, German, etc how can we ensure no duplicate content penalisations and still maintain SEO performance in each territory?
Most of the international sites are as below: example.com example.de example.fr But some countries are on unique domains such example123.rsa

How is my 301 redirected site stealing rankings from the main site?
Hello, I have a site, drhobelt.com, that 301 redirects to the main site, drhonow.com. Not only is drhobelt.com still indexed, but it recently stole rankings from drhonow.com for "decompression belt" related terms. What could be causing this? How do I reclaim the rankings for drhonow.com? Thanks for reading!!

Site rankings down
Our site is over 10 years old and has consistently ranked highly in google.co.uk for over 100 key phrases. Until the middle of April, we were 7th for 'nuts and bolts' and 5th for 'bolts and nuts' - we have been around these positions for 5-6 years easily now. Our rankings dropped mid-April, but now (presumably as a result of Penguin 2.0), we've seen larger decreases across the board. We are now 5th page on 'nuts and bolts', and second page on 'bolts and nuts'. Can anyone please shed any light on this? Although we'd fallen some before Penguin 2.0, we've fallen quite a bit further since. So I'm wondering if it's that. We do still rank well on our more specialised terms though - 'imperial bolts', 'bsw bolts', 'bsf bolts', we're still top 5. We've lost out with the more generic terms. In the past we did a bit of (relevant) blog commenting and obtained some business directory links, before realising the gain was tiny if at all. Are those likely to be the issue? I'm guessing so. It's hard to know which to get rid of though! Now, I use social media sparingly, just Facebook, Twitter and G+. The only linkbuilding I do now is by sending polite emails to people who run classic car clubs that would use our bolts, stuff like that. I've had a decent response from that, and a few have become customers directly. For example, PA, PLRD, RDLRD, DA Please explain. How many of these factors do you normally need to get within top 5?
