How to make a wrong link profile right

Hello Moz, I want to do SEO a website that is 2 years old and in a different language from English. That website has a very wrong link profile. It has totally about 1500 inbound links and 90% of these inbound links are to home page. Also somewhat of these inbound links are from low quality web sites that have less than 80 inbound links.
I think that I can follow 2 strategies to solve this link building problem. First strategy is only link building to internal pages till inbound links to internal pages reach about 80% of total inbound links. Second strategy is disavowing low quality inbound links to homepage and link building to internal pages till again same condition occurs.
I think if I only implement link building, I have to produce a large number of content. But if I disavow many inbound links, will I encounter a sharply lose in rankings? If you have a different idea to solve this problem, I will be glad to hear.
Also I wonder that if I follow these strategies, how fast I have to implement these?

Are the links bad? If not, don't worry so much about where the links are pointing. The link distribution models to even out linking page, anchor text, etc. aren't necessary unless the links come from spam sites.
Building (legit) links to deeper pages is generally a good strategy since the terms are more specific and often less competitive. If you think you're under penalty, though, let me know and my advice would be very different.

Said that, the questions are as follows: Am I involuntarily participating in a Link Scheme with my blog? And If so, how many links can I send to my own webpage ? Link quality
Hi, Having read dozens of your blogs and found them highly informative, i have to ask a question. I am kicking oout our SEO company and have taken over the SEO myself with some excellent results. Our SEO providers tell me that links from any site (irrelevent of their DA) are good, providing they are comming from a relevant source. We are in the security industry and according to MOZ, we have a DA of 52. If i can get a link to our site from another company in our industry but they have a DA of 10, is this really beneficial for me? Info i have read in Moz blogs suggest it is n ot a good idea. Buy links
I know that many of you are against the whole thing with buying links. Your feelings put aside. Will it be better for my site to buy links or even do link exchange? Haven´t the crawlers been thought by now how to find these untrue links? I have read somewhere that the stop after 100 links, aren´t they smarter than that?

Finding links online that already exist as link juice based on search results
I'm curious about this, I can't find anything on the net that talks about it. I wrote an article about it on squidoo and have had no responses so I am thinking this is very rare subject. The question is I have done some backlink research with my competitors with linkdetective.com and found many links (even follow ones) related to sites that provide search results. Here are a link about what I am talking about as an example, I have found many more besides this one. http://search.lphant.com/es/webResults.html?q=free%20scrabble%20dictionary&hl=en&page=1&src=hmp_es&ref=1 My site appears in those results. When looking at the source there is no "nofollow". I found this page because linkdetective.com had this link listed pointing to my competitor. Are these valid backlinks? What I have been doing is adding these links to http://www.google.com/addurl so that Google knows about them. Is there something I am missing or are these valid?

I 'am using a seo component (sh404sef) for a joomla website, for the time being, any internal linking is organized. I've been said the sitelinkx is not advised (a component dedicated to build internal links) with sh404sef... How could i manage to set it up fastly ? Tks a lot..
