Does MOZ Have a Tool to Find a Competitors Broken Links?

I would like to use MOZ to identify a competitors broken links. Does MOZ have such a tool? Where is it?
My SEO consultant suggests that we have bloggers write contend and then link it to our site. I am concerned about the quality of the links that will be generated. He is confident that they will be of high quality and the process will be relatively quick and easy. My concern is future spam penalty or low quality links.
Another consultant suggested replacing a competitors broken links. How effective is this? Is it more labor intensive than other link building techniques?

Google Webmaster Tools Parameters
We have several large ecommerce websites, and we've added some tracking parameters to GWT for google to ignore. All pages are correctly canonicaled. Google has been ignoring the parameters and the canonicals, and still ranks many parametered pages for us. Has anyone run into this?

Are footer links important?
We currently display a list of links in the footer of our site to help boost SEO. They were put in place years ago and in a recent discuss with our UX team they requested we remove them from the site. Do footer links have any value? Or is this an old dated practice that no longer works? If we remove the footer links should we expect to see if have an impact on our SEO traffic?

Dummy links in posts
Hi, Dummy links in posts. We use 100's of sample/example lnks as below http://<domain name></domain name> http://localhost http://192.168.1.1 http:/some site name as example which is not available/sample.html many more is there any tag we can use to show its a sample and not a link and while we scan pages to find broken links they are skipped and not reported as 404 etc? Link Building for E-Commerce
Hi, Our on page optimization, albeit for a few dupe content issues, is ok - We have good keyword rich URL's, Titles, H1's and unique product descriptions. So now I want to look at building links that will boost our DA and PA's. We have over 2000 products on the store and around 130 categories/subcategories -and I would appreciate any views on where to start - My initial view is to get backlinks from the relevant manufacturer websites to the "shop by brand" page on our site related to these manufacturers - What other strategies should I look at? Do 404 Pages from Broken Links Still Pass Link Equity?
Hi everyone, I've searched the Q&A section, and also Google, for about the past hour and couldn't find a clear answer on this. When inbound links point to a page that no longer exists, thus producing a 404 Error Page, is link equity/domain authority lost? We are migrating a large eCommerce website and have hundreds of pages with little to no traffic that have legacy 301 redirects pointing to their URLs. I'm trying to decide how necessary it is to keep these redirects. I'm not concerned about the page authority of the pages with little traffic...I'm concerned about overall domain authority of the site since that certainly plays a role in how the site ranks overall in Google (especially pages with no links pointing to them...perfect example is Amazon...thousands of pages with no external links that rank #1 in Google for their product name). Anyone have a clear answer? Thanks!

SEO from links in frames?
A site was considering linking to us. Their web page is delivered entirely via frames. Humans can see the links on the page, but it's not visible in source. I'm guessing it means Google can't detect the links, and there is no SEO effect, but I wanted to confirm.
