Is there a way to tell if a directory is passing Page Rank or is devalued?

I was wondering if there is a way to determine if a specific directory is passing Page Rank or if the links have been devalued by Google.

Spammy links will often have a low Moztrust and a medium or high Moz rank.
Sites penalised by Google can often be spotted if there is a considerable difference between Moz Rank and Page Rank.

I don't think there'll be a trustworthy tell-tale to know what directories are still passing link juice and which aren't. You might want to try looking at the 'Domain mozTrust (DmT)' as reported by the SEOmoz toolbar. The higher this value the greater the change directories are still passing value.

Do links from the second page of an article pass link juice?
I have been writing for some sites with a high overall page rank and the articles are being viewed as quality by search engines as well. However, they usually put a link to my site at the very end of the article and then break the article down into two pages to increase ad revenue. It seems that I'm not getting much credit for that link even if the page has a high SEOmoz/PR score. I want to know if I am getting the benefit from these links. If not, how do I make sure I get the most bang, even if my link is on a second page of the article? Yahoo Directory - Which Category?
I'm submitting a law firm's site to the Yahoo paid directory. The location of the firm is in a suburb of the large city for that region, and that suburb is so small that there is no option for it under Cities. Obviously, the client wants to target the large city, not the suburb they're located in. Wondering if it's OK to submit the site to Yahoo under the category of the large city if the business is not technically located in that city. The address is clearly listed in the footer and on the contact page. Might Yahoo reject the submission for that, or will their editors realize there's no listing for the suburb and allow it?

Can You Rank Without Backlinking?
With all the new emphasis on on-page metrics and social metrics, would it be possible to rank well without putting much emphasis on backlinking if your content is significantly better than the rest of the ranking pages? Say #1 to #5 are pages of 500 word generic content. We come in with 2,000 word specific, high-quality content. Can we get by without spending as much time/energy on backlinking? Would the on-page factors make up for it, or has the game not changed that much?
