Creating New Pages Versus Improving Existing Pages

What are some things to consider or things to evaluate when deciding whether you should focus resources on creating new pages (to cover more related topics) versus improving existing pages (adding more useful information, etc.)?

Should I create new pages to cover related topics or improve an existing page?
My first consideration would be specificity of your topic. How many key words or phrases are you trying to focus? How much content do you have to offer?
Let's use cough syrup as an example (as I reach for my bottle). If your company name is Nature's Relief and you offer Nature's Cough Syrup as your product then one well presented page would probably be best.
If you are Robitussin and have 5 different cough syrups and brand yourself on "a different syrup for different coughs" then I would definitely recommend a separate page for each product. The first page might target keywords such as "hacking cough" which the next page might work along the lines of cough and nasal decongestant.
A final thought. If you provide Nature's Cough Syrup and are trying to compete with a competitor like Robitussin, then I would try to be creative and offer separate pages focusing on my competitor's key words. You can offer testimonials or examples where your product relieved a hacking cough, targeting the same key word.
In summary, step back and determine what your goals are for the page. First and foremost, how can you present the page to provide the best user experience. The next thought should be why are you making a change?

I'd like to offer a hybrid perspective. Quality doesn't actually always win in the end. If you've got a great quality filled page that brings no traffic because it can't compete in it's specific niche, it's sometimes due to the fact that competitors have much more quality content - they're established leaders in a given topic for example. And while more inbound links can sometimes help, or lately social media, sometimes it just requires more content.
Whether it's on-page or additional pages will require evaluation and Magento's suggestion is a good start. But also look at whether the competition is drowning you out for a given page's topic. And if they are doing it with just one page, you could try and go for head to head one-page battling, though you'd most likely be able to leap-frog ahead with a multiple-page approach where the sum-total is more than a competitor's single page. You'd essentially be creating a new "section" devoted to the topic.
Of course that doesn't mean you can scrap the quality issue because Chris's take does have a foundation in truth.

Run your webpage on the On Page Report Card. http://pro.seomoz.org/tools/on-page-keyword-optimization/new It will grade your webpage. Only do this for the web pages that are ranking in the top 50 (or whatever you determine) and decide which ones to improve. It sounds like some of the webpages you have may have some potential with just a little tweaking.

Quality over quantity always wins in the end. Make what you have the best you can, then add more quality content on related topics.

Content for the Home Page

How do I create multiple page URLs that are optimized for location and keywords that may be overlapping or the same?
Hi guys, I am attempting to create unique URLs for several different pages on a website. Let's say hypothetically that this is a website for a chain of Ice Cream Shops in Missouri. Let's say they have 15 locations in Springfield, Missouri. I would ideally like to optimize our Ice Cream Shop's in Springfield, Missouri with the main keyword (ice cream) but also the geo-specific location (Springfield), but we obviously can't have duplicate URLs for these 15 locations. We also have several secondary keywords, think things like: frozen yogurt or waffle cone that we can also use, although it would most likely be more powerful if we use the primary keyword. Any suggestions for how to go about doing this most effectively? Thanks!

Sub-pages have no pa
I took over a website a few months ago which is not performing well at all for chosen keywords. When I first inspected it, I found a rel canonical tag pointing to the homepage on every page. This was quickly deleted and all the pages were fetched in webmaster tools. 3 months later and the website is still performing badly. When I use the mozbar, it shows that all of the sub-pages have a pa of 1. It is only a small site and all of the pages are linked to on the navbar in a simple way. The links are not made using javascript and all the pages are on the sitemap which is submitted to wmt. I have checked that all of the changes that have been made have been indexed as well. Could it be possible that google still sees the canonical tag even though its not there? I can't think of any other reason why the pages have no pa or why it is so far behind the competitors despite having better content and links. Also, the site is appropriate for adults, but I found (among the mess left for me) a meta ratings tag set to "general". This has now been deleted, could it negatively affect rankings?

Too Many On-Page Links
Ok so I am very new to MOZ, and we have just set up our PRO account and campaign. When we got our crawl results we had 4 pages with "too many on-page links". All of these pages correspond with our blog, which is a wordpress hosted blog that is integrated into our site. Our site is www.moxicopy.com and the blog is www.moxicopy.com/blog I am confused on how we have over 100 on page links on these pages, as we have very few links on our blog.

Category listing page coming above product pages
A new SEO client we have taken on seem to be hitting most of the points right on with their site and SEO. However one thing that is bugging me is that their category pages i.e. "Footwear" which title tag includes the brands they stock. Is almost always coming up above (if they are ever even found) the product individual pages. Anyone seen this sort of things happening? Very frustrating.

On-page report tool
This is a question regarding the advise this tool offer to increase the ranking of a webpage with focusing with a particularly keyword we choose. I give an example: On-page Report Card am checking my keywords and I use. "cleanse london" my surprise is Report card give an "F" for my target landing page http://www.purifyne.com , but the issue is I am already in first place first position. I know SEOmoz know have the algorithm from Google to know how to rank better but my issue is should be a little more accurate! at least. I don't want to be misunderstood here, I just want more guidance, to rank much better using this tool that I am paying for. Any thoughts?
