Looking for an open source or wordpress designer that knows seo best practices

I have almost lost my patience in trying to find a web developer for our project. I have searched high and low from freelancers to us based firms. All I can find; freelancers that can't get the job done, but promise they can and us based firms that are currently getting away with murder charging through the nose on work that is not acceptable to say the least.
US based Firms
1. Seem to give you as little work as possible to increase their margin. I get it we all need to make money.
2. Everyone knows how to do everything until you start telling them that you have a little education in the industry and will be testing their work. All of the sudden they no longer talk to you.
3. Got a few recommendations and they are all subpar performers. After asking them why their builds load so slow or have so many errors they have excuses that point to the customer
Freelancers over seas.
1. I am not sure where to start with this. I have searched high and low in freelancer for someone that I can trust to build a site. Of course there is a ton of junk to look through. After countless hours of narrowing down the individuals I am thinking of giving a shot I find that they are not capable of the job.
All I want is a new website from a firm that is honest and knows what they are doing. That is educated in seo best practices. That can build a quality website and actually has references of sites they built that are still up and running and test out alright.
It is pretty bad when web development companies miss simple items like h tags. Really?
Does anyone know of someone that knows what they are doing? That can work with someone that knows how to run a dvd player. Just disappointing to see all these web companies and freelancers that get away with murder.
Who earns their keep in this industry?!?!?!?

Two years ago I had no experience what so ever with web design, development, or seo. Didn't know what it was. Through a lot of work and finding this site and the great people on it I was able to build something that pulled organic returns and was acceptible enough to get some art sold on our site www.originalartbroker.com
I originally built it as a favor for a friend with no budget as a side project. Just wanted to learn being I am the owner of three small businesses.
I have reached the point where we have made a few sales and can justify spending the money to build a professional website by someone that "knows" what they are doing.
In the last month and a half I have looked through over 100 freelancers and dozens of us based firms to find someone that can build us a new site that conforms with todays best seo practices.
During this endevor all I can find junk. There doesn't seem to be a firm out there that caters to anything, but the blind. My homestead.com site that I have built out performs most of the refrences these companies send over. That is a little disappointing considering I know so little about development and seo. I have so little experience.
I would love to find a frim that has a good product and isn't looking to build their margin by cutting corners. I don't need one more pitch that includes for another 1k we can tell you what sites your competitors link to and what keywords are used to enter their sites.
Bottom line is we are ready to take the next step and ready to dump this bloated site. Ready to hire someone that can manage the seo of our site as I am far to busy. Someone that is honest and will give us what we are paying for.

Should a menu work when JS is disabled? Is that best practice
When I am working on a new website I usually spec that the main navigation should work whether JS is on, or off. I always assumed everyone did that - until today - spent a couple of hours analysing menus on websites and noticed many didn't function when JS was disabled - particularly the menus designed for mobile devices. Is this CSS solution to faceted navigation a problem for SEO?
Hi guys. Take a look at the navigation on this page from our DEV site: http://wwwdev.ccisolutions.com/StoreFront/category/handheld-microphones While the CSS "trick" implemented by our IT Director does allow a visitor to sort products based on more than one criteria, my gut instinct says this is very bad for SEO. Here are the immediate issues I see: The URL doesn't change as the filter criteria changes. At the very least this is a lost opportunity for ranking on longer tail terms. I also think it could make us vulnerable to a Panda penalty because many of the combinations produce zero results, so returning a page without content, under the original URL. This could not only create hundreds of pages with no content, there would be duplicates of those zero content pages as well. Usability - The "Sort by" option in the drop down (upper right of the page) doesn't work in conjunction with the left Nav filters. In other words if you filter down to 5 items and then try to arrange them by price high to low, the "Sort" will take precedence, remove the filter and serve up a result that is all products in that category sorted high to low (and the filter options completely disapper), AND the URL changes to this: http://wwwdev.ccisolutions.com/StoreFront/category/IAFDispatcher regardless of what sort was chosen...(this is a whole separate problem, I realize and not specifically what I'm trying to address here). Aside from these two big problems, are there any other issues you see that arise out of trying to use CSS to create product filters in this way? I am trying to build a case for why I believe it should not be implemented this way. Conversely, if you see this as a possible implementation that could work if tweaked a bit, and advice you are willing to share would be greatly appreciated. Thanks! Looking for quality, cheap web design company recommendations
Does anyone have any recommendations of a very cheap web design company from India or other countries where the work is also high quality? I can project manage the development and provide a set of web standards such as to use valid code, no meta keyword tags, no flash, etc etc. I am looking for companies I can trust to perform the actual work. The web is full of companies but examples of quality work with WordPress, Joomla and particular ecommerce platforms is very thin or non-existent.
