What you a referencing is one of the chief practices of a strong Local SEO campaign - creating unique, optimized content that features services + geo terms. This can certainly be accomplished, but the chief challenges typically are:1. Helping the client understand the value of his investment in this.
2. Finding a copywriter who is also a Local SEO and knows what they are doing.
3. Being creative with your subject.
Different industries are easier than others to write extensively about, but there isn't actually any subject that cannot benefit from creative treatment of this kind. I am not sure from your post whether the website you linked to is the one with which you are working. Is this your site, your client's site, or a competitor's site, perhaps?
If the topic is insurance, it is one of the tougher topics for creative copywriting, but brainstorming ideas can help.
For example, consider doing an interview with one of your agents in Baltimore Maryland. Do a Q&A page with him about the types of insurance most sought after by local people. Talk about anything unique to the area. For example, in a coastal state, perhaps people purchase lots of boat insurance, whereas, in a flood-prone state, perhaps flood insurance is a major need.
Do bear in mind, however, that Local SEO hangs on NAP (name, address, phone number). If you have actual offices in each of these cities, then your company is in a position to go after local search rankings. If you do not have actual offices there, you must expect to be outranked by true local companies. Your only hope is to gun for secondary organic rankings, typically shown below the true local rankings if you do not have offices in your target cities.

The rule to follow is not to duplicate any of your content. You must write each page as a unique, free-standing article and then build a menu of these articles that offer specific local or regional guidance for human users.

Yes. You can create a link directory at the bottom of the page that has all of the geotargeted areas that can be clicked on and will have unique content about the specific service and area. Medicare Help Baltimore; Medicare Help Chicago; Medicare Help Boston, etc...
Create it in such a way that it looks like a search component that really just links to another page on your site with unique related content. We created a slider like this one (http://www.optumhealth.com/solutions-services/care-solutions/) that has the various major cities and services listed underneath the picture and then as they hover over it the cities and services show up.....
Lots of seo value if you have solid content....

Hi Guys. I've been building a database of journos who write about our niche recently for some outreach. I discovered that in at least one case (Metro UK), a huge amount of content is simply by bloggers, not 'official' journalists. (They can be found easily on Twitter but not in databases like muck rack etc) Generally, bloggers represent an easier 'way in'. So I thought id ask... Is this common practice? If other people copy your content, is really GOOD or BAD for SEO ?
Hi MOZ friends. Last week, when i was following up the backlinks linking to my domain, i detect that a new website from an unknown administrator copies the content of an entire section of my website. The administrator of that webpage did not remove the internal links on the post, so i could find.

My website has a better domain and page authority and we focus every day on create new content, but when we found people that only copy content from another, i feel disappointed. But then I got to thinking that could be good that people copy our content, although they did not quote us. If they do not remove the links either by mistake or on purpose, we receive new backlinks. ¿What do you think about this? ¿Is really good that a website copy our content? How to measure the penalty of duplicate content if we populate our provider bios on WebMD?
I work for a large healthcare system and we have an initiative to populate 2,500 of our our provider bios on WebMD. The proposed method for providing content is to supply it via API, in exactly the same way provider bio content appears on our site. When my colleague and I pointed out this would be an anti-practice as it would be disseminating duplicate content, we were asked to weigh: The penalty of the duplication The time and resources necessary to provide an alternative method (i.e., is there a programmatic way to supply unique content to WebMD) A few other questions we are investigating is if we can include links to each provider bio from WebMD to our main site. If this is the case, we can include a very short intro and direct users to our site if they want to learn more. The benefit of being included on WebMD is showing up for searches pertaining to expertise/specialties, as this will open our system to new users who likely won't search our providers by name. Any advice on how to measure the potential effect of displaying duplicate content on WebMD, considering their impressive domain authority?

Best practices to rank a new website that does not produce much content.
Hi What would be the best practice for ranking a new site .. lets say a business site that does not have a blog to produce regular content in it. Building backlinks are not just the options when these days people are all focused in content marketing. And specially, when you are competing against big competitors. Big competitors are of course getting their contents published on bigger sites since they are already established. No one will talk about you when you are new in the market. And you still need to bring up your site to people and SEO is the only option for that. What would you suggest ? Thanks

Blogging/content strategy
While personal blogging & branding is pretty typical for those in a service/b2b industry, when it comes to CEOs/owners of retail businesses - not so much. We have a company blog right now that is heavy on company news and updates - and will be working towards being more informational/educational. But, in the meantime, it's difficult getting the ok to contribute to contributor based article/resource sites - such as http://smallbiztrends.com, since the business blog, by nature, is promotional. (our clients are both business & consumer) Assuming, we can generate enough content, my suggestion is to have the owner create a personal blog which will be purely information and educational, and use that blog to account for the owner's expertise and use those articles as means to get accepted as a contributor at highly prized sites. At the same time, we would still have a business blog that combines educations & company news/promotional. Does this seem like a sound strategy? or is it better to just build up the company blog as an educational resource. Will reputable sites be ok with an educational company blog?

ECommerce Sites: Sub domain vs. Unique Domains
Hello everyone! I manage 3 large eCommerce sites that sell textbooks, digital learning solutions, electronic teaching resources, etc., to three different markets in the education space (K-12, College, and Post-College/Career Search). Currently, the 3 sites live on three different sub domains of the companies main domain. Is this best practice? I assume we want all three under the same domain to consolidate domain authority. But... What if I told you that we have dozens of sub domains of the companies main domain? Some are for marketing sites, some are for digital products, some are customer-specific sites, etc. We probably have close to 100 sub domains that are used regularly. Then what if I told you that the company doesn't hardly even use the root domain (other than a handful of old pages)? Even the root domain redirects to a sub domain. Just looking for some insight on this, as I will be doing an SEO/marketing/conversion overhaul going forward. On a side note, we use Magento as an eCommerce platform, and it's rampant with duplicate content, duplicate page titles, pages with too many links, and so on and so forth. That's another problem for another day...

Duplicate Content Question
I have a question about duplicate content. We have our mission statement on our home page, a few paragraphs. When I searched Copyscape the only pages that came back were sites like Google Plus, Manta, Linkedin, AngieLists ect. All of them have the same exact copy. Would this be something that is hurting us for duplicate content??

Should we create content for a competitor?
We've got an opportunity to create video content for one of the highest authority news sites in our region. It's a great opportunity for links - PR8, DMR 7.84, DMT 8.86 and also to build our brand. However the site is also one of our main competitors in the SERPs, and we would be providing content to them that serves some of our most important seasonal and year-round keyphrase targets. So my dilemma is whether it is better to create the content and get the links, keep the content for ourselves and aim to make our site the authority for those keyphrases, or place the content with another (less authoritative) site that doesn't compete in our space?
