Deciding on anchor text for content-based backlinks

So you have a decent blog on the other side of the world ready and willing to work with you. Their content relates to your industry, and you're going to be allocated a lovely page of content, once a week, with a link or two back to your site.
Do you think anchor text is still as important in May 2012 as everyone said it was three years ago?
How do you determine what anchor text to have based on your answer to the question above?

Absolutely anchor text is still important. Google will even use anchor text to tell if a page is relevant even if can't crawl the page due to being nofollow or noindex.
In a blog you would want to consider organically using anchor text. Your links should be part of a sentence few words or so and vary but be related.
A couple examples:
Recently while remolding my 1955 Desoto I had to find a power steering kit to work with my FIREDOME 4.8L 291 engine, I found it local shop Ronnie's Deals for Wheels.
The second thing to note is you should probably limit the amount of links per article to 2-4 as to make sure the link juice and context is maximized.

Backlinking unclarities.
Hello, I'm trying to get external links from different websites. http://www.meubels.uwpagina.nl/ is one of them. Now what I am wondering is that 95% of the links on that page arent paid links. The paid links are in bold. To get a link for free on that website you need to place a link on your page to that page. This is not alloud by google, and if you do so you will get a penalty. How do all those websites manage to do it? They obviously know it is not alloud, but still they managed somehow to do this without getting penalized. Can someone clarify this for me? Can a sitewide backlink with exact anchor text penalize my website?
A few years ago, I exchanged a link with another website. In the meantime, this other website grew quite fast and now they just added a forum. The backlink from their website is sitewide and is using the anchor text "best web hosting". According to Google, this backlink now appears on 117,000 pages of the same domain. Yesterday, I just got a warning from Google: "We've detected that some of your site's pages may be using techniques that are outside Google's Webmaster Guidelines..." Could that sitewide link be one of the causes? Of course I know there are tons of bad links to my site but I'm wondering if I should get this one removed. Remove links or change anchor text?
I am currently in the process of cleaning up the link profile for a website that has been hit by Penguin thanks to loads of links from free directories with exact match keyword anchor texts (about 200 root domains from total of 300 root domains). I was wondering whether it's best to remove these un-natrual keyword anchor text links altogether, or change the anchor texts to brand (domain name, domainname.com, www.domainname.com, http://www.domainname.com)? I am currently trying to remove these links but was thinking it would be quicker to get to a healthier link profile (in terms of brand/commercial anchor text split) by altering the anchor texts and not removing them. Some of these directories are the worst of the worst on the other hand. Also note that I'm only really getting about a 30% response rate from the owners of these directories. Any thoughts? Backlinks not showing
I have a website that is almost 2 months old and during this period I have built 477 links to my website.. however when I do a backlink check on Google.. link:mydomain.com, it says that there are no matches. How is it possible that none of my back links are indexed by Google?
