Top 20 sites for backlinking

My security jobs website was doing very well in Search engines until the penguin got hold of me. I don't profess to be at pro at SEO however seem to have a knack of getting sites to rank well. I think I made some basic mistakes with the original security jobs website, to many links to soon, so I have started again and will build up slowly the backlinks quality rather than quantity this time. My questions is what are the top 20 or so sites that are good to backlink from?

FYI, your keyword targeted link is a nofollow link, as are all hyperlinks in Q&A and blog comments on SEOmoz.

Think of it this way, strike up real relationships with people so that if a new update hits and all of your work is undone (doubtful) again you"ll have people who are in the same boat and will be there to work with you.
Major PR website's were devalued by Penguin anyway.

"Top 20 sites" is a false dichotomy. Top 20 sites is not the "best of the best" but rather, what is best for you, in your location, in your industry.
So how would you go about link building in this way?
- Personally I would start blogging about the sate of security jobs in the UK.
- In order to obtain links, find security sites that have a blog in your industry, but who aren't direct competitors. and get to know the site's owner.
- After becoming chums, ask them if you can do a blog post on their site. In the blog post mention a couple of things visitors may want to check out on your site to help them, and link to those things.
That's pretty much it. content marketing is the thing. Add value and be an authority in your industry, so that when Google slaps down another penalty you'll be the one rising to the top, not getting penalized for "artificial" links.

Backlink Building - is it worth it?
I've got a UK-based site with about 10,000 backlinks, according to majestic, and just 4 according to Open Site Explorer? Confusing! Rivals tend to have more - 28,000 in the case of our nearest competitors. So I'm not sure the best way to go about building backlinks? Or if it's worth actively seeking to build them? The index page of the site has a Moz PA of 45 (DA = 35) and I'm looking for any ways to increase these - need to get the DA up to 73 to compete with largest rivals. One of our main rivals has about 60 .edu links - would be great to emulate that, but I'm also not sure how you go about this? i.e. when you spot a good backlink someone else has, how would you begin the process of also getting that link?

Adding content to an eCommerce site
We're creating buyers guides for the each category on our ecommerce website and we're not sure where to place the content for maximum impact. Option a: place the content on the category page beneath the product listings Option b: place the content on our blog and created links between the content and category page Which option do you think would be most effective/ user friendly? This is probably going to sound like the silliest question ever, but I have to ask. Does an article that requires a subscription to read count as a backlink? Is there any difference in that type of backlink as opposed to one that doesn't require a subscription? Thanks.

How to find inbound links to my site
Hi I purchased a rank 1 domain which i have now put a wordpress blog on. Is there a way I can see all of the inbound links to this site or any of the inbound anchor text? How to remove backlinks?
Hey guys, With all this anti over optimization movement going around with Google, I decided to do a link building profile audit. I see some pages with PR 0 and some pages that expired. My websites are not penalized at this moment, however I do want to avoid this at all costs. What can I do? Could a backlink from an expired domain penalize my site?
