Does Google or Bing use words in the page title beyond the displayed limit for ranking purposes?

Standard good practice for on-page SEO includes keeping page title length below the maximum that Google displays in the SERPs. But words in the title beyond that maximum can be indexed, even if they don't show in the SERPs for end users.
For ranking purposes, is there any value in words beyond the character limit in page titles that are truncated in the SERPs?

IMO search engines' main priority (advertising aside ) is to make an experience good for users. Sure, they will be indexed, but if Google or other SEs consider how it looks to users, it probably won't help. That aside, consider the importance of your Click Through Rate. You make all the effort of getting ranked, then your competitor has the title and description fully and neatly displayed, and you don't - not ideal. I tell clients that sometimes we might well rank lower than competitors but if the title and description are neater and have emotional impact they stand a far better chance of getting the clicks.
I doubt there is any value in the words beyond the character limit - from Google's point of view, why should there be, if users can't see it in SE results? I believe the recommended length is 60 characters.

Hi all, I need clarification on this. Not every time website main pages rank, some times even pages from sub directories or sub domains like blogs or guides; especially for branded keywords. I just wonder what happens when so much traffic is generating in sub directories and sub domains just because of limited landing pages in main website. Will this traffic be counted as traffic in main website as per Google? Traffic increase in main website really an ranking factor? Hi all, Usually websites rank for their branded keywords. Some times third party websites takeover the websites for branded keywords. Home Page not ranking?
Hey guys, I'm working on a relatively new client and have noticed that all the initial rankings that we have point towards a sub page rather than the home page. How can I check Googles Page Cache ?
Hi I use to have a handy tool in Firefox (Google Toolbar) that was very handy for checking page ranks and what date a page had been cached. For a while with the newer versions of Firefox I cannot seem to locate this useful tool, Can anybody recommend any useful tools for checking the above. Thanks Adam

Specific Page Penalty?
Having trouble to figure out why one of our pages is not ranking in SERPs, on-page optimisation looks decent to me. Checked by using gInfinity extension and searched for the page URL. Can one page be penalised from Google engines (.ie / .com ) and the rest of the website not penalised? The (possible) penalised page is showing in Google places in SERPs. I assume this would not show if it was penalised. Would appreciate any advice. Thanks

The Google/Yahoo Connection
I have been telling myself and clients for a while that you do not need to specially SEO things for different search engines. While I stand by this (staunchly) I can't help but notice how SLOW yahoo is to pick up my SEO updates and rank them as compared to google. Sometimes I see Rank increases within a day or two (or sooner) But Yahoo is still well behind in their caching and calculations.
