Unable to build google local listings, are citations still useful?

Google seems to be unhappy about letting us build google local profiles around our 'virtual locations, for each of which we have a dedicated page. We have approximately 100 'virtual locations' with addresses. I was wondering if, despite not being able to build google local profiles, it would still be worth it to build yahoo, bing, and utilize citation building services to each of those virtual locations. Would these citations in any way help bing or yahoo rank higher locally? Would the locally optimized city page rank higher as a result of all these citations?
This is a service-industry based website btw.

No, there is not a backdoor way that I could advise. Google+ Local is all about local businesses and that does not fit your business model.
Regarding citations:
A citation is typically defined as any mention of your company name with full or partial contact information (address, phone number). It does not need to contain a link to your business. If it does contain a link, this would obviously help your business, overall, in the organic SERPs. If it is a non-linked citation, I suppose that might increase the prominence of your overall business, in that it would appear that lots of sites are talking about your company, but as you don't have physical offices, you would presumably be promoting places that don't really exist. In my view, that doesn't make sense.
Regarding creating profiles at Yahoo & Bing:
Yahoo's Local Listings Guidelines are here:

These guidelines state:
Provide accurate contact information. You must provide an accurate business address (including a valid street address) and phone number.
I cannot turn up Bing's guidelines for some reason, though their FAQ is here: http://www.bing.com/businessportal
While I cannot find them, I am pretty confident that their policy is similar to Google's and Yahoo's, in that they want physical businesses, not virtual ones, in their Business Portal.
Regarding How Google Can Tell You're Virtual:
I imagine they have a variety of strategies. One I've heard discussed is that they can tell via streetview, if something looks fishy to them. Another would be what you are saying about your company on your website, and what others are saying about you. If your business model is clearly virtual, chances of fooling Google are slim to none.
So, I'm afraid this isn't the answer you're hoping to hear, Ilya, but my advice would be to work on your organic SEO rather than trying to fit your virtual business into the Local box, because it's just not the right platform for what your company offers.

How would they tell if its a virtual location or not? I understand that they don't 'trust' us enough to let us have 20-30 locations activated even with phone activation, but can we get on google plus the back door way? by having 30-100 citations that all have the same name/address/phone number/etc and having google index them and think that they are missing these entries?

As Google has stated in their guidelines, they are not supportive of people having virtual locations or using PO Boxes for their local listings.I'm going to have our local expert chime in with more information as it related to Bing and Yahoo, and if they are at all moving in the same direction as Google.

Google indexing nofollow links
Hi Guys I have yellowpages.com.au appearing in the link profiles for some of my clients, but not in others (even if clients without the link in their profile have had an actual link on yellowpages.com.au longer than some who do have it in their profile). My understanding is that Google MAY eventually index a nofollow link... My question is what would cause Google to actually index it?

Internal Link Building
For a large part of our SEO we have been focusing on inbound links (mainly from guest posts and blogger reviews). But our rankings have dropped (though I understand there is a natural fluctuation in rankings quite often) this week and it occurred to me that we should be focusing more on internal link building as well. We, of course, link often to our home page and have related products on every page but we lack a lot of direct key word links in in our description. Would it behoove us to be on a specific product page--take for example owls and friends wall decals--and somewhere in the description add something like "our nursery wall decals are safe for....and have "nursery wall decals" be the direct link since that is a key term for us? I just wanted to make sure that we are headed in the right direction before I spend a massive amount of time updating all these product pages. Any input would be really helpful. Dofollow vs nofollow for place listings?
Our travel website has thousands of places, each with an individual page, that users can interact with via our site. The info includes a link back to the place's main web presence if available (homepage, Facebook page, hosted listing elsewhere, etc.). We have no problem passing along PageRank to these sites and setting the link as dofollow. However, due to the sheer number (50k+) of these place pages that have the same anchor text of "Visit Website" in the same location on every page, I fear Google will see us as spammy and ding us. That said, would it be better to set these external links as dofollow or nofollow (or leave them as part of the Javascript as they are now)? Thank you in advance!

Google Panda Update question
Since the Panda update from December 21st, 2012, some of the keywords I used to rank for are now gone beyond page 20. What I don't get is that the websites that are now ranking are definitely full of crap and they have tons of unnatural links pointing to them. I've analysed their backlink profiles and most of them have only exact keyword match anchors pointing to them. So what's going on? Is buying tons of crappy links still a valid tactic? I know it is not but how come thoses sites outrank me? I mean it happened to LOTS of my keywords. I don't get it...

Dear all After talking with our company's SEO company they have advised that a link builder we employ to post artciles is posting on sites which will have negative page rankings / equity and which Penguin will penalise. These are the sites our link builder is posting on: wordpress.com

Are press release sites useful?
Many of my clients release newsletters and other peices of content qualify as press releases. I have been wondering if people find that the press release sites such as PRleap or PRweb are useful and worthwhile? If so, which do you feel is the best? Is there any research on this? I am planning to record my results from these sites and perhaps make a Youmoz post in the future.
