Worth paying for directory listings?

I'm going through the recommended SEO directory list but I notice that most of them are paid listings. I have been told that it is not worth spending any money on this, so why are there so many recommended in this list?

This list here http://www.seomoz.org/directories/local contains some good free ones.
Otherwise, I'm with Brian: the number of free directories outside that list worth submitting to can be counted on the fingers of one hand. -
directory submission is a four letter word, far as i'm concerned.

There are a few besides DMOZ. But maybe (literally) 3-5.

It depends on the directory. 99% aren't worth even submitting for free.
But there are a few that can send some trust and authority onto your site, such as:
Yahoo
Business.com
FamilyFriendlySites (one of my favorites)
BOTW
JoeAnt
CannyLink...and some niche-specific directories.

JPG's listed as the Top Pages in Moz
In Moz, under Links, my Top Pages are all .jpg's. Is this unusual? Should I change the names of those jpg's and redirect the jpgs listed on the Top Pages to the html page it can be found on?

Like instead of people linking to this page: https://www.freequilt.com/cat-and-the-fiddle.html it looks like from the Top Pages that people are linking directly to this image: https://www.freequilt.com/images/nursery-rhyme-series/cat-and-the-fiddle/moona.jpg
My thoughts are to rename that image so no one is linking to it, and redirect the image to the html page. Would I be hurting my Google ranking any by doing so?1 -

Hello Mozzers! Like most, we have greatly reduced the number of paid directories in which we enroll our clients. We do, however, still utilize a few. Unable to build google local listings, are citations still useful?
Hello Google seems to be unhappy about letting us build google local profiles around our 'virtual locations, for each of which we have a dedicated page. We have approximately 100 'virtual locations' with addresses. I was wondering if, despite not being able to build google local profiles, it would still be worth it to build yahoo, bing, and utilize citation building services to each of those virtual locations. Would these citations in any way help bing or yahoo rank higher locally? Would the locally optimized city page rank higher as a result of all these citations? This is a service-industry based website btw.

What to look for in paid directories
I was looking through some of the directories in the seomoz directory list and a lot of them are paid directories. What should i be looking for to decide if these directories are worth paying for a link? obviously if the page my link is listed on is in fact indexed by google. What about the following questions: 1. what about page rank of the page that it's on? Does that matter? i've heard that one page rank 5 link carries the weight of hundreds of page rank zero links. Is this true? 2. What does it mean if the page rank is unranked? Is it worth paying for a link if the page is old and is unranked? 3. i read in an SEO forum that there are many other things i should look at in a directory besides page rank. Obviously traffic is one but what about other not so obvious things? 4. How many directory links at one time is too many? how many is too many over a long period of time? Suspicious Link Directory
I found a link directory with good PageRank and MozRank. The page I would be featured on has good page authority of about 41. Their editorial guidelines appear sound. However, I just discovered that they have a family of directories (about 7-8) that all look very similar in site appearance. I suspect that they are all hosted on the same servers and run by the same company. Would this family of directories be at risk of being flagged by Google as a link network and have all their links devalued? Thanks Mozzers!
