Quality links are beneficial, but are neutral links detrimental?

So obviously a link profile featuring quality / authoritative / relavant in-bound links is preferable, but here's my question:
If I'm starting work on a brand new domain, should I build links that one would consider neutral (i.e. from a non-spammy, but unrelated site) or should I not bother and only focus on quality links?

Try and do you best to stick to quality websites for links but most importantly make sure the link is tied to relevant content. Beyond that i always look at 3 factors when choosing places to reach out to:
- Do they have a domain Moztrust above 2
- Are they currently indexed in Google
- Is the content focused, relevant and to the point

Direct link vs 302 redirect

Broken link
I know SEO Moz has a lot of info about 404 301 302 etc but I am trying to figure out easy way to fix two of the broken links from flash. I am redirecting following links with wordpress redirect plug in http://soobumimphotography.com/gallery.php?GalleryID=126&GalleryName=Wedding&OrderNum=1 http://soobumimphotography.com/gallery.php?GalleryID=126&GalleryName=Wedding&OrderNum=1 What would be the best way to solve this? Is there anyway I can remove those?

Do web pages have to be linked to a menu?
I have a situation where people search for terms like, say 1978 one dollar bill. Even though there never was a 1978 one dollar bill. I want to make a page to capture these searches but since there wasn't such a thing as a one dollar bill I don't want it connected to the rest of my content which is reality based. Does that make sense? Anyway, my question is, can I publish pages that aren't linked to my menu structure but that will be searchable or, am I going to have to figure out a way to make these oddball pages accessible through my menu?

Drop Down Menu - Link Juice Depletion
Hi, We have a site with 7 top level sections all of which contain a large number of subsections which may then contain further sub sections. To try and ensure the best user experience we have a top navigation with the 7 top level sections and when hovered a selection of the key sub sections. Although I like this format for the user as it makes it easier for them to find the most important sections / sub sections it does lead to a lot of links within every page on the site. In general each top section has a drop down with approx 10 - 15 subsections. This has therefore lead to SeoMoz's tools issuing its too many internal links warning. Then alongside this I am left wondering if I shouldn’t have to many links to my subsections and whether I would be better off being more selective of when I link to them. For instance I could choose the top 5 sub sections and place a link to them from our homepage and by doing so I would be passing a greater amount of link juice down the line. So I guess my dilemma is between ensuring the user has as easy a time traversing the site as possible whilst I try to keep a close watch on where, and how, our link juice is distributed. One solution I am considering is whether no-follow links could be utilised within the drop down menus? This way I could then have the desired user navigation and I would be in greater control of what pages link to which sub sections. Would that even work? Too many on page links
Hello I have about 800 warnings with this. Example of one url with this problem is: http://www.theprinterdepo.com/clearance?dir=asc&order=price I was checking and I think all links are important. But I suppose that if I put a nofollow on the links on the left which are only for navigation purposes I can get rid of these warnings. Any other idea?

Linking to related business?
If your working with a local business, is it a good idea to reach out to similar businesses in other states and ask for a link? Example: I own a paint shop in Minnesota, and I reach out to a paint shop in California to see if we want to link to each others site to help our SEO. Because we aren’t in competition with each other wouldn’t this help us both?

.Nofollow and link count
If i use nofollow on links ( internal or external ), will it reduce the link count as regard to Google. If there are 50 external links, and i nofollow 20 of them, will Google count this as 30 external links.
