Local Listings vs. Spreading Too Thin

Hello SEO Community,
I'm trying to find the right balance between adapting to Googles move towards local listings and not spreading out my site too thin.
We provide our services nationally and currently have local city listings (i.e. http://www.cleanedison.com/courses/city/IL-Chicago) but these do not show up in the SERPs for individual products + city (i.e. Building Analyst Chicago)
So I could make individual pages for each product in each city, but that would exponentially increase the number of URLs on the site and probably inundate me with duplicate content.
Is there a better way I could take advantage of local listings without creating all the duplicate content and other problems that would arise with individual URLs?

I'd create a page for the top cities that you feel are important however don't just create pages just to target local search terms. If each course in each city is slightly different and you can tailor your content to match each city then it would be worth doing.
What I'd do is concentrate on building to the generics versions of the keyword and you should see the localised versions appearing in the SERPS.

Hi everyone, We have a fully optimised client site with Moz optimisation scores of 95% and above. Each month we also create 1-2 backlinks. However, for the keywords we track, our client's site is stuck and no longer moving up at the bottom of page 1 and further down to page 2 and 3. Another solution we're looking at is to change our keywords, which may be a bit tough because the current ones we track, even though they are a little broad, are exactly what the client offer and already have low search volumes. Search Console - Average position vs Page Views
Hello, I would like to find out relation between Average position and Views, one of our sites have strange activity.Average position going up but Views going down in Google Webmaster tools. I mention exactly views to be more specific because clicks could fluctuate due to CTR but views should stay the same. Anyone can describe what could going on ? I notice on other sites that on some days when Average Position drops 50% less than normal views going up on some day, but overall I can not see any relation ship between Average Position and Views.

Future address change and local search
I have a client who targets a particular city, and up until now has had his physical location in the suburbs of that city. This April 1, his office will have the city address he has been targeting. I have spent a lot of time over the past year claiming ownership of all local directory listings and consolidating addresses as he has moved several times in the past 5 years. Looking at this as an opportunity to get the official USPS address he will be using and use the exact same address for everything. So many different variations out there right now for him. Wondering if it would be ok to start promoting the new address before the April 1 move and also when to start with the directory listings. Also, have held off on purchasing the yahoo directory link because of the suburban address but reconsidering this as of April 1 as well.

Mini sitelinks in local-pack?
Recently after performing a search I noticed one result in the "7-pack" included several sitelink-type links. It stood out among the others to me, and I was curious if this was schema or perhaps Google playing around with their local results? Is there a direct correlation between google places and organic listing ?
Basically, I have examined several examples that the sites which are included in Google places are not listed in organic results in page 1. For example, If my site is listed in google places. is it going to affect my ranking for the same keyword?.

Does the Search Algorithm vary considerably locally?
Hey, i am from india and I just noticed that most of our searches are extremely different to those from the gooogle.com searches. Not some searches. I mean entire layouts. For instance, there were no google places in the search results in India. There was hardly any integration with the G+ for a long time after it launched, even though a large population on G+ was Indian. I got thinking on these lines. Any pointers?
