Two META Robots tags on a page - which will win?

Hi,
Does anybody know which meta-robots tag will "win" if there is more than one on a page?
The situation:
our CMS is not very flexible and so we have segments of META-Tags on the page that originate from templates.
Now any author can add any meta-tag from within his article-editor.
The logic delivering the pages does not care if there might be more than one meta-robots tag present (one from template, one from within the article).Now we could end up with something like this:
Which one will be regarded by google & co?
First?
Last?
None?Thanks a lot,

I can confirm chris is correct, our crappy CMS does the same thing (for certain pages), and the pages are not indexed

Why not try to avoid the problem altogheter? I assume the below line is site-wide:
If you remove the index, follow meta tag, your pages will still be indexed and followed. Then allow your authors to decide on a post-by-post basis if they want to noindex or nofollow the page.

The two get aggregated or the most restrictive gets used so in this case, you'd get

Pages not indexable?
Hello, I've been trying to find out why Google Search Console finds these pages non-indexable: https://www.visitflorida.com/en-us/eat-drink.html https://www.visitflorida.com/en-us/florida-beaches/beach-finder.html Moz and SEMrush both crawl the pages and show no errors but GSC comes back with, "blocked by robots.txt" but I've confirmed it is not. Thousands of 404-pages, duplicate content pages, temporary redirect
Hi, i take over the SEO of a quite large e-commerce-site. After checking crawl issues, there seems to be +3000 4xx client errors, +3000 duplicate content issues and +35000 temporary redirects. Redesigned and Migrated Website - Lost Almost All Organic Traffic - Mobile Pages Indexing over Normal Pages
We recently redesigned and migrated our site from www.jmacsupply.com to https://www.jmac.com It has been over 2 weeks since implementing 301 redirects, and we have lost over 90% of our organic traffic. Google seems to be indexing the mobile versions of our pages over our website pages. We hired a designer to redesign the site, and we are confident the code is doing something that is harmful for ranking our website. F or Example: If you google "KEEDEX-K-DS-FLX38" You should see our mobile page ranking: http://www.jmac.com/mobile/Product.aspx?ProductCode=KEEDEX-K-DS-FLX38 but the page that we want ranked (and we think should be, is https://www.jmac.com/Keedex_K_DS_FLX38_p/keedex-k-ds-flx38.htm) That second page isn't even indexed. (When you search for: "site:jmac.com Keedex K-DS-FLX38") We have implemented rel canonical, and rel alternate both ways. What are we doing wrong??? Can i use "nofollow" tag on product page (duplicated content)?
Hi, im working on my webstore SEO. I got descriptions from official seller like "Bosch". I got more than 15.000 items so i cant create unique content for each product. Can i use nofollow tag for each product and create great content on category pages? I dont wanna lose rankings because duplicated content. Thank you for help!

Two different canonical tags on one page
Due to an error, some of my pages now have two canonical tags on them. One is correct and the other goes to a nonsense URL (404 page). I know I should ideally remove the incorrect ones, but it's a big manual job. Are they doing any harm? Can I just leave them there and let Google figure it out? The correct ones are higher up in the code. Will this make a difference? Any help appreciated.

Local SEO - ranking a page for two different cities
I have a site that ranks very well for {service}{cityA} but I want it to rank for {service}{cityB} too. My first thought is to create a separate landing page optimised for {service}{cityB}, but is there a better option? Have one page for {service} and try and get it to rank for {city A} and {cityB} by using different anchor text? Anything else?

What can be the cause of my inner pages ranking higher than my home page?
If you do a search for my own company name or products we sell the inner pages rank higher than the homepage and if you do a search for exact content from my home page my home page doesn't show in the results. My homepage shows when you do a site: search so not sure what is causing this.
