Google algo mistake in persian search?

I recently wanted to work on a high important persian keyword (شارژ ایرانسل) and analysis it on moz.com Difficulty SERP. But the result was very Surprised me. because the second top site in SERP used more than 15 time the keyword in home page and Google doesn't mark it as spam.
why Google doesn't apply the spam algo in some language?

I would also use 2 other tools I really like check out authoritylabs.com and SERPS.com both are excellent and have the support for multiple languages. I think Moz is #1 however they are very useful in certain circumstances.

Target Search Terms Changed - does this affect traffic?
We spent the last 12 months targeting a particular search term (mortgage broker) and have been ranking well for it consistently for about 6 months now. We have decided to change the target search term to something else (insurance broker) but noticed that our traffic has started to decline since we started doing this. We are still ranking well for the initial search term, and our ranking is slowly improving for the new targeted search term in SERPs but traffic is down about 60% from January. Is it normal/expected for this to happen?

New Rules Keywords of Google Panda
Hello Everyone,.. I want to ask regarding my confusion of Keywords. How does search engine see the keywords? and find the website that is matched with the keywords. So this is what I mean: When I type keywords "luxury dog clothes" at google, then the website which is showed up, is nothing using keyword of "luxury dog clothes". But then appeared websites which in bold words are "designer dog clothes", "dog clothes", "designer dog" . Can anyone please help me to explain why Google shows the website which is not identical matched keywords "luxury dog clothes" that I am looking for? I read at the beginer guide SEO, that the good keywords must be placed at the front of the title then in the body description, placed no more than 2 times. But in fact, for the example above, there is nothing words of "luxury dog clothes" placed at the title and in the body description. This makes me very confuse how to determine the right keyword for mine, especially the long tail keywords. Thank you everyone. Hopefully you all can help me to explain as I am a newbie at SEO.

Live Search tool for text on websites
Hi everyone, Does anyone know of an online scanner / search tool that will do a live check for the occurance or a word or phrase on a website? I know you can use Google's site:domainname.com <word phrase="">but that is only checking what Google has in its current index for that site. I am looking for a tool that will do a live scan and search (i.e. as at the time) and then return a list of occurances it has found for the word or phrase.</word> Thanks in advance for this. Peter

What is the relationship/difference between categories and keywords in terms of google local seo?
I know that they are very similar as search signals, but I would like to understand the exact relationship. Why does google's autocomplete not align with google's keyword tool?
Is google autocomplete based solely off keyword search volume? Or is there some other factors i am missing here? Why isn't [storage toronto downtown] the first suggestion? or better yet, why isn't [storage toronto prices] the top suggestion? So either: 1) google adwords keyword tool is wrong. or 2) google suggest isn't based on just volume?? I've run these same keywords through Bing's Excel keyword information spreadsheet query and it came back saying all keywords had 0 searches ever, except for...drumroll: [storage toronto prices] with 7 monthly searches, once, in august, and 0 all other months. Now i assume that bing/yahoo numbers are significantly smaller, but this does show that that the same keyword is the most popular, so in some way suggests that google's keyword is accurate. So i guess this brings be back to my confusion, what other factors is google's suggest based on, because it obviously isn't primarily search volume. And yes, i have made sure to clear caches, and disable personalized search and search history, and tried the query in several browsers, just to double check i wasn't getting a personalized list, so we can rule that out.
