Anyone Have a Tool or Method to Track Successful Link Removals?

Hello All,
I am undertaking the daunting task of a link removal campaign.
I've got a pretty good plan for my work flow in terms of doing the backlink research, gathering contact information, and sending the email requests.
Where I'm a bit stuck is in regards to tracking the links that actually get removed.
Obviously if someone replies to my email telling me they removed it, then that makes it pretty clear. However, there may be cases where someone removes the link, but does not respond.
I know Moz has a ton of link tools (which I'm still getting familiar with). Is there a report or something I can generate that would show me links that did exist previously but have now been removed?
If Moz cannot do it, does anyone have a recommendation on another tool that can track links to inform me whether or not they have been removed.

Unfortunately, I don't think we track a lot of history, beyond raw numbers. I'm not aware of anything where we'd show a link disappearing from the link graph. Majestic tracks more history, but I don't think they do it by the individual link either (we're both focused on link acquisition/growth). You get export our link data, but that gets pretty manual.
Some of the removal tools, like Remove'em (http://www.removeem.com/), claim to do this.
I can imagine building a crawler that would do this, but I'm trying to think of a way to build it from "off the shelf" parts, so to speak, and I'm coming up empty.

Weird Site is linking to our site and links appears to be broken

Alternative Link Detox tools?
My company is conducting a link detox for a client, and it seems like every tool we utilize is giving us a different answer on how many links we actually have. the numbers range anywhere from 4,000 to 200,000. Does anyone have any suggestions as to what tools will give us an accurate count, and will also email the webmasters on your behalf requesting the links removal? We are trying to have this process be as automated as possible to save time on our end.

What To Do With Too Many Links?
We have four pages that have over 100 links (danger, danger from what I gather), but they're not spammy footer links. They are FAQ videos for our four main areas of practice. Does that make a difference? If not, should I just take half the questions on each page and make four additional pages? That strikes me as a worse UX, but I don't want to get penalized either. Site rankings steadily decreasing - do I need to remove links?
Since mid-April, our ranking have been steadily declining. Our two main keywords are 'nuts and bolts' and 'bolts and nuts'. 'nuts and bolts' dropped from 7th to 46th in May and has recovered slightly to 28th, and 'bolts and nuts' moved from 7th to 16th, and is today 24th. Ranking on keywords we specialise in have fared better, but they're fairly niche. 'bsw bolts' has moved from 2nd to 4th, and 'imperial bolts' has moved from 1st to 4th. I think my link profile is the issue. I don't think we've been penalised by Penguin directly (I may be wrong, I don't think we'd be page 2 on such a competitive term as 'bolts and nuts' after Penguin if we had been penalised.), but I think what's happened is that sites that link to us have been penalised, resulting in a knock on effect. Does that sound right? Do I need to delete all the directory links? We do have links from directories that don't look fantastic, more are shown in Webmaster Tools than are listed here. Some of the directories no longer seem to exist, I take it I don't need to do anything and Google will catch up in those cases. Should I attempt to remove (or disavow) all links with names like best-directory etc? Or should I just concentrate on building better links? I'm not sure where to start! I have used OSE to look at links of a competitors site and notice they have dozens for links from Google Notebook pages eg http://www.google.pl/notebook/public/05275990022886032509/BDQExDQoQs8r3ls4j This page has a PA of 48 Is this a legitimate linking strategy?
