Should you do a disavow even if you don't have a manual penalty?

If you are working on a website which has a history spammy links, but no manual penalty by Google... is it still worthwhile to still go through the link removal and disavow process?
Thoughts appreciated.

I agree with Samuel's response. Yes, you should disavow the bad links. Why wait to drop in rankings and see how long it takes to regain them? Given the time available you should always be creating the best profile you can and now that Google has given us this tool, use it.
(Just a note - we've proactively disavowed over 1200 clients link profiles and have NOT seen a negative effect on them. We have seen some good results even for those who didn't "have a penalty.")

The short answer? Matt Cutts, the head of Google's web-spam team, says, "Yes!" Look at this article. Here's the main quote:
"If you are at all worried about someone trying to do negative SEO or it looks like there's some weird bot that's building up a bunch of links to your site and you have no idea where it came from, that's the perfect time to use disavow as well," Cutts said. "I wouldn't worry about going ahead and disavowing links even if you don't have a message in your webmaster console."
The long answer? In my opinion, I would agree. If you think that there's even a chance that you could be hit by a penalty now or in the future, then I would disavow. Obviously, you want to prevent this from occurring long before it would ever happen. And if you are questioning whether your links may cause your site to get hit, then you likely have a problem simply because you're asking yourself the question.
However, it always depends on the site itself. If you or a bad SEO have done things like bulk directory submissions with exact-match anchor text, then you surely want to disavow them as soon as possible. But if you only have a few questionable links, then it's less urgent. But I would disavow any and all of them and start focusing on earning links (rather than building them) through content and PR (as I wrote in this Moz post).

I have some excellent quality backlinks (telegraph,dailyexpress...) and moz doesn't add them 2 month after?
Hello the MOZ community, My question is simple. I read on the forum that if moz doesn't add your backlinks after quite a while, it's because they are poor value. Requesting udpate's from old domain to new domain
Hey guys, We had a domain change three years ago now which was redirected. Many of the old domains have not been updated to the new domain. The redirect is in place. I'm just wondering if there would it be a worthwhile exercise to reach out to sites to request an update of the URL link from an SEO perspective? Many thanks Rob

Disavow data for non-manual penalty
I'm working on cleaning link profile for a client. He has lots of crappy links pointing to his site. I tried to contact site owners so that they remove those links. No go for the most part. Since it's not a manual penalty, there's no need to specify when exactly I tried to contact those site owners, add emails to my disavow file, etc. It's my understanding that it's OK to just add domains to Google's disavow tool to submit because there was no manual action and it won't be checked by a human being. Would that be the right way to go?

What can I do to improve my site's local search ranking?
I've read a lot about the "Magic 7" ranking factors for local search, and I feel like in a lot of ways, my site (www.imageworkscreative.com) is doing all the right things and still not having terrific results. The only thing I can think of to really improve upon is how often our local keywords are mentioned on our pages - maybe setting up a local blog or something similar would be helpful? Adding footers that include the names of local cities? Does anyone have any pointers for me? We would really like to rank for things like dc web design, web design va, etc. - and fast. We have (recent) links from two local Chambers of Commerce and we're working on getting accredited by the BBB. I feel like those listings will help us, but there has to be more we can do.

Site received penalty, Traffic restricted to 3-4 visits/hour
Dear all We received a penalty notice at webmaster tools 2 months ago, in that stated "your pages violate our quality guidelines" and "contain some inorganic links to your site". Ours is a Coupon website and tried to follow all quality guidelines given in webmaster central. Also we tried to identify and remove spam kind of links and still we are working on that. Suddenly from yesterday website traffic restricted to 3-4 visits/hour, but website main keyword SERPs are not changed much and still ranking at good positions. my question if any website is under manual penalty, it's traffic will be restricted by Google???. Every link we build manually and not gone for any paid links or reciprocal links. But the sites given some links as sitewide, example we tried to get a back link & submitted url at once only, but it was showing in webmaster Total links 468 and linked pages 1. Can any one please explain, how it can happen?. We are trying to remove these spam kind of links, but from directory owners response is a bit disappointing, kindly any one suggest that, will Google Disavow tool help in this regard and how much time it will take to nullify the links?. Whoa 1000's of links from Industrial Interface?
Hello all! I just took over an account, and in webmater tools the site has thousands of links to its homepage from a site named http://www.industrialinterface.com. Not sure if this is a good or bad thing. (thinking bad) Tried to contact the webmaster, and the contact form does not work, so that right there is a bad sign. Does anyone have an opinion on industrial interface? Anyone have luck in reaching them? Appreciate the feedback! Dorian

Great idea to get back links in short order; however the links would be unrelated. . Is it worth the effort . BTW, it's a white hat method. Should I proceed?
I have come up with a very creative way to get some great back links using white hat methods. The problem is that the back links to the site would be to an interior page or external promotional website which then have links back to the main website. What kind of value for the main domain would this potentially achieve. What are peopLes thoughts on this idea?
