Worth Improving HTML Sort Order?

Our developer has suggested that we alter our HTML so the important content appears at the very top of the source code and Google can index our pages more efficiently.
Is this a worthwhile improvement in terms of improving ranking?
Our developer describes the improvement in this manner:
sort-order of the important content inside the code, so we may have similar text code ratio at the end but the important code we need Google to index will be at the very top in the source code, in terms of a very technical approach Google will find the key content faster and that should help to improve the crawling process as search engines read HTML code linearly. This change do not necessarily will affect the HTML, we can achieve it by using style sheet (CSS code) instead, reducing the chance of major BUGs.

Code for the site already uses CSS. What our developer is suggesting is to place the text towards the top of the source code to make it easier for Google to index. The amount of code will not be reduced (code to text ratio will not change). The site already uses CSS. So this will not speed up the site but will hopefully allow Google to index the text more efficiently.
Do you think that this change may yield an improvement in ranking?

I push for it as much a possible. I always prefer it but if it's just too much trouble (if it affects other things, causes down time etc) then I skip it.
In terms of improvements, I have personally seen some good improvements because of that and cleaner code.

External style sheets are pretty much standard these days on web pages. If you view source on any reputable site, you will see a reference to an external CSS in addition to references to various JS files etc. This techniques also enables the CSS to be cached and re-used as persons go through your site. Faster sites make for happier users make for better rankings.

Hey guys, I have these types of URLs being crawled and picked up on by MOZ but they are not visible to my users. The URLs are all 'hidden' from users as they are basically category pages that have no stock, however MOZ is crawling them and I dont understand how they are getting picked up as 'duplicate content'. How Long Does It Take Content Strategy to Improve SEO?
After 6 months of effort with an SEO provider, the results of our campaign have been minimal. we are in the process of reevaluating our effort to cut costs and improve ROI. Our site is for a commercial real estate brokerage in New York City. Which of these options would have the best shot of creating results in the not too long term future: -Create a keyword matrix and optimize pages for specific terms. Maybe optimize 50 pages.

-Audit user interface and adjust the design of forms and pages to improve conversions.
-Link building campaign to improve the link profile of a site with not many links (most of those being of low quality). I would really like to do something about links, but have been told this will have no effect until the next "Penguin refresh". Is it worth removing date from Blog Posts / Articles
Wondering, is it worth to remove date from articles from seo perspective. Am sure, Google search algorithm would like demote a post written a year back, as against an article on the same post (unless a year old post has very strong Authoritative links) May be it can turn out a bad user experience of removing dates, but if can hide date using Javascripts so as to show it as image to user and hide it from search engines, is it a good idea !!

Is it worth changing themes to be Responsive, and risk a SERP change?
I've got a site that ranks #1 for it's term. It's Worpress on Thesis 1.85. The site is not responsive and cannot be because Thesis 1x is not (and Thesis 1x is a dead end). I really would like my site responsive, but I fear changing things might affect my #1 rank. The least impactful change I could do is move to Thesis 2.x, but I have come to really dislike the company and hate to get locked in again. There are other frameworks I would prefer to move to, but their impact on my pages' source would be much more. So, my question is, is it worth moving to a new theme (keeping the layout looking exactly the same, although the "source" would look different) just to make the site responsive? Is it that important?

Is it worth re-doing SEO for all existent products
We have a website and when we started, we had no clue about SEO, nor did we really understand the full extent of CRO amongst other things. We have slowly learnt that there are many changes that need to happen to our site; however...do we need to re SEO all the content that is already on the website or can we purely start a fresh with the new products we feed through? Links directory: is it worth it?
Would there be any benefit or penalty for implementing a links directory with over 300 external links to websites that somtimes return the link? Or would it be more beneficial to simply ask for one way inbound links when gaining links? For example this section of this website: http://directory.flyawaysimulation.com/ This is their directory and most but not all of the sites in that directory link back to them. Your ideas, thoughts or suggestions are greatly appreciated.
