Backlinks to an anchor name URL: How Google sees them

I have been searching for the answer to this question and to my surprise have yet to find anything on the web.
This is my situation:
I have a form at the bottom of one of my pages and have another website that wants to link to this page, more specifically this form. I have an anchor link on the page to this form already. I was planning on sending the anchor name URL to the Webmaster to link to my page so their users will go straight to my form.
My question is: do I lose link juice to my URL from this link because it is an anchor name URL?
Does Google see this link that goes to a specific portion of my page to be less valuable than if I just linked to the plain URL?

AFAIK, Google does count the links towards page rankings. Moreover, Google may start to include the anchor in a rich snippet in the search results. I would defer to what is best for the User in terms of linking, and it seems like using #anchor is going to be the right thing in the long run.

Are Old Backlinks Hurting Or Helping?
I have a ton of old backlinks for products that I no longer carry but I have redirected them to other pages within the site. I was told by an SEO expert that these links are hurting me rather than helping because people click on the links and then leave. What weight can 1 huge inbound backlink carry and how long does it take for Google to recognize
My DA is only 22. I got a beautifully crafted dofollow backlink from a site with a DA of 94 and an AHrefs rank of 98 (the 98th most valuable domain in the world) 2 parter- 1. Penguin and Backlinks
I have been looking closely at my backlinks. I readily admin that I have not worked on backlinks in years since for e-commerce there is little white hat opportunity but here is what I find in doing a detailed analysis. I mostly have back links that are pointing to our nicely ranked site (well it use to be pre-penguin) being hyjacked by crappy sites that just put us on the their site in order to try and rank. I have no way to prevent this. They are like a cancer. Point me to the Doctor. Is Goggle penalizing us for these guys listing us in long pages list to create pages that obviously exist for one reason...... To display Adword Ads....isn't that a twist that simply sucks for use but has Google making money either way. If they want to penalize us for them stealing our link then we should get a say in accepting the link. Advice on dealing with this? Do I have to hire someone to create enough good links to overcome this trash that I have no control over ? Perhaps my competitors are doing this. I simply can't tell. Any advice is appriciated.
