Is it ok to use encoded special characters in meta titles?

I've read blog posts stating that encoding special characters in title tags is both ok and not ok. Any definitive answer out there?
Do the extra characters from adding encoding count towards the total number of characters that Google displays in SERPs? Or do they just count as one character?

I performed the following Google.com search "SE test insite:seomoz". The result is the page found at: http://www.seomoz.org/q/se-test-jon-goldberg-123-91-389412345678951234567
The search result appears with the complete title including the full appended " | SEOmoz Q&A" added to the end. All characters appear as entered with none converted.

I am pretty sure the answer is going to be no. I think the SEs will see the hard-coded characters as what you entered and wont convert them. There is probably a way to get the characters you entered recognized, but I am not sure what the process would be.
As a test, I made a new Q&A. The title is exactly 57 characters. SEOmoz appends " | SEOmoz Q&A" to the end of each title which is an additional 13 characters. We can check later when the page gets indexed and see what happened.

Sorry for not being more specific. I meant, is it ok to use { in place of { and [ in place of [. I am more concerned with using hard coded special characters having a negative impact on rankings than title length. I've read that Bing tells webmasters not to use <>{} but I've seen elsewhere that these are ok on Google. Would hard coding these make their use acceptable on all SEs?

Are you referring to foreign characters? Titles such as "Здравейте българи"?
They each count as one character.
I am basing that understanding on an example I located. When I search the above page in Google the 2nd result shows a title with 60+ visible characters. When I view page source on Google, I see the very long encoded characters which far exceed the 70 character title limit.
Example:<link rel="canonical" href="http://www.mydomain.com/Здравейте-българи/" />
I know Roger complains during SEOmoz crawls. I wish Roger could be as smart as the Google crawler

How unique should meta descriptions be?

When optimizing for SEO, how unique should each page's meta description be? Put another way, can I be penalized if the descriptions are all identical except for the company name I include? Any thoughts, resources, or best practices are appreciated!

IMG ALT tags - should they be the same or the product title?
I have about 300 products. Should I make all my IMG ALT tags with my keywords, such as sea glass jewelry, sea glass necklace, sea glass bracelets? Or, should I make them what their title is, some of which do not pertain to the keyword, such as By the Sea. Some of my products do have keywords in them, but not all. I am hesitant on changing all the titles, as almost all URLs are indexed.

A Lot of Duplicate Meta Descriptions
Hi Everyone Its polesandblinds.com newbie here again, I've Just been in Webmaster tools and see my site has: 278 Duplicate Meta Descriptions 13 Long Meta Descriptions 4 Short Meta Descriptions 304 Duplicate Title Tags We are Using Magento version. 1.6.0.0, It seems that our description content which is unique per page (200 to 300 words) is somehow getting put into the meta description, which I confirmed when I viewed the source code, however its not showing in the meta description boxes in magento. Are Title meta tag keywords case sensitive'
Hi! One of the fixups that SEOmoz analysis reports is that my main keyword isn't part of the page title. The problema is that the keyrord is there but in uper case while i introduced a lower case keyword for analysis (see the example). On-Page SEO Priorities: Title's, Anchor Text or Meta data?
**Any suggestions for prioritized on-page SEO work? Relative weights of importance? ** **What is most important from highest to lowest? ** MetaTag Descriptions? Titles? Anchor Text? Alt Text - for images? Anything else? We might not be able to do everything at once like I desire ......but I do feel we should at least get the ball moving in the right direction. I am looking for ideas or suggestions on what to prioritize for a little bit of on-page SEO work on our website. I personally feel that SEO is pretty important but I am a novice. I have been reading this site the past week and want to convince my webpage guy that on-page SEO is important and that we should at least do a few things and gradually get the work done. Rightfully so our #1 priority is to redesign our landing pages (they are bad) . I also think we should do a little On-Page work concurently. (Lack of on-page SEO is also preventiing me from successfully submitting and being accepted by Dmoz, Yahoo, BOW etc) He is mainly a back engine guy and does a very good job with that. If I were to TELL him to do a few prioritized on-page SEO things what would you suggest? He did do something on the home page at my suggestion but that is all to this point. Duplicate Content using templates
Hi, Our web site is designed using a template, which means the header and footer is consistent across all pages. Only the body content is unique on each page. Is the google bot able to see that the header and footer content is defined by the common template? Will this have any impact in terms of duplicate content? For example, we have a two line text in the footer that summarize the services we provide. Because the same text is in the footer of all pages, i am concerned about creating duplicate content. Finally, does it make sense to include keywords in header and footer of the template? Will it have any positive or negative SEO impact?
