Assessing the true value of a backlink

I want to start a discussion about assessing the true value of a backlink. Here's a scenario:
I've just started working on SEO for a new client. Once I've got the strategy stuff out of the way, I like to start by looking at backlinks that competitors have. I use Moz OSE (and other tools) and filter by followed links to the root domain. This gives a good starting sense of where competitors are getting links from. As I start to explore those links, I see some black-hat (or grey-hat) practices at play: display:none links, footer links, sidebar links, comment spam, etc.
The problem I have is, there seems to be no way of knowing whether or not those links are responsible for boosting the competitors rankings. They come from sites that have good DA and PA, yet we're told that tactics like display:none and comment spam will either get those links devalued or may cause some sort of manual action.
My question is, how do others evaluate the full spectrum of the value a link has that goes beyond trust, authority, and citation flow?

I agree with Chris. It is not a question of quantity but natural quality. Hummingbird and Penguin from Google had become smarter and and they quickly detect excessive link building campaigns. Google warned that it is now forbidden to cheat the authority of a site this way and strongly suggests indexing nofollow links. Social Network are strongly recommended such Google Plus, Pinterest, Linkedin, Twitter and Facebook are the strongest. Modern new types of directories are created and respects Paid Link and Link Scheme such as WISE. Many directories are penalized by Penguin for not meeting its new recommendations of Google. A natural baclink profile is now the best way to achieve your goals. Google will always follow a Nofollow link coming from a site that has a strong reputation and will now transfer "Trust" instead of Linkjuice.

For us, there are five main elements that we look at if we're trying to determine the likely quality of a link.
- Link metrics for the domain (Domain Rank, Trust etc)
- The relevance and placement of the potential link - editorial link from a relevant page or sidebar link on a random page?
- Perceived quality of the website. Does it look spammy with lots of ads, 404s etc
- The liklihood of relevant referral traffic
- Whether or not a link to our site/resource is going to be genuinely helpful to their users

Yeah, in the end I do the same. I use the competitive analysis to clear any low-hanging fruit. There's always a "well that sucks" moment when I find one of these, but then you ultimately move on. It would be really cool if we could filter on some of these other attributes so that we don't have to spend time looking at those pages in the first place. Maybe I'm dreaming.

I tend to focus my time & effort more on the links that we can obtain, rather than trying to analyze the value of a link a competitor has. It's impossible to tell whether hidden links or other black hat tactics are propping up a competitor's ranking, but historically speaking, sites like that eventually get penalized (even if it takes Google a few months or years to wise up).
I look at competitor backlinks sometimes to see if there are any tactics they are using that might be useful for my own sites, or other link opportunities, but aside from the occasional competitor analysis, it's a better use of my time to develop new link building campaigns for our site.

Backlinks from customers' websites. Good or bad? Violation?
Hi all, Let's say a company holds 100 customers and somehow getting a backlink from all of their websites. Usually we see "powered by xyz", etc. Is something wrong with this? Is this right backlinks strategy? Or violation of Google guidelines? Ever seen this tactic when trying to get rid of bad backlinks?
I'm trying to get rid of a Google penalty, but one of the URLS is particularly bizarre. Here's the penalized site: http://www.travelexinsurance.com. One of the external links Google cited as not being natural that links to the penalized site is: http://content.onlineagency.com/index.aspx?site=6599&tide=769006&last=3111516 In the backlink profile of the penalized site, there are about 100 different backlinks pointing to www.travelexinsurance.com from content.onlineagency.com/... So when I visit http://content.onlineagency.com/index.aspx?site=6599&tide=769006&last=3111516 it actually is displaying content from http://www.starmandstravel.com/787115_6599.htm, which you can see after clicking the "Home" button. That company is a legit travel agency who I assume knows nothing about content.onlineagency.com and is not involved in whatever is going on. And that's the case for every link from content.onlineagency.com. So I'm just wondering if someone can help me understand what sort of tactic content.onlineagency.com is using. One of my predecessors I fear used some black hat tactics. I'm wondering if this is a remnant of that effort.

WordPress Plugin Backlink?
When developing a WordPress plugin, is it OK to include a dofollow backlink with the name of the source site as the anchor text? Or would Google consider this spammy?

Backlinks from foreign language websites?
I have faced an interesting situation about linkbuilding strategy. Currently I am doing SEO for one of my clients located in United Arab Emirates, so accordingly he has a website in English language. And keywords are in English. So what do you think, can the links placed on Russian language websites pass some link juice (make a positive impact on rankings) and in which language (Russian or English) should be the text surrounding the keyword? Do bad links "hurt" your ranking or just not add any value
Do bad links "hurt" your ranking or just not add any value. By this I mean, if you do have links from link farms and bad neighbourhoods, would it effectively pull you down in search engine rankings. Or is it more that it's just a waste of time to get these links, as it adds no value to your ranking. Are google saying avoid them because it will not have a positive effect, or avoid them becuase it will have a negative effect. I am under the opinion that it will not harm, but it will not help either. I think this because at the end of the day you are not 100% in control of your inbound links, any bad site could add you and if a competitor, god forbid, wanted to play some black hat games, couldn't they just add you to thousands of bad sites to pull your ranking down? Interested to hear your opinions on the matter, or any "facts" if they are out there.

Can you block backlinks from another domain
Wondering if this is somehow possible. A site got hacked and created a /data folder with hundreds of .php files that are web pages selling all sorts of stuff. We deleted the /data folder and blocked Google from indexing it. Just noticed in Webmaster Tools that the site has 35,000 backlinks from other sites that got hacked with the same way. Is there a way to block these sites? I am assuming there isn't, but wanted to see if anyone ran into the same problem. It is a wordpress site is that helps.

How do you deal with spammy backlinks?
One of the web designers I work with asked me to do a preliminary site assessment on a small business website. The owner of the business had a falling out with his previous web designer and moved over to the one I work with earlier this year. The site has been redesigned but when analyzing the back links I discovered that the previous designer had created directories to create backlinks to the page. The PR 0 links from the site number about 150 and are from unrelated topic pages. So, it made me wonder, how much damage can spammy backlinks do? What is the best practice to deal with spammy backlinks if you find them?
