Recommendations for top notch US based WP developers

I have a client that needs to get a WP template completely revamped. They work in residential contracting and this website will be for lead generation. The current WP template has several problems with load speeds, structured data, SSL issues, mobile template problems (most critical issue) and other issues. Their budget is $5K to $12K.
Does anybody know of any US based (MUST be accessible by phone number) WP Developer who has a strong knowledge of SEO & Conversion optimization?Thanks

How to prevent development website subdomain from being indexed?
Hello awesome MOZ Community! Our development team uses a sub-domain "dev.example.com" for our SEO clients' websites. This allows changes to be made to the dev site (U/X changes, forms testing, etc.) for client approval and testing. An embarrassing discovery was made. Naturally, when you run a "site:example.com" the "dev.example.com" is being indexed. We don't want our clients websites to get penalized or lose killer SERPs because of duplicate content. The solution that is being implemented is to edit the robots.txt file and block the dev site from being indexed by search engines. My questions is, does anyone in the MOZ Community disagree with this solution? Can you recommend another solution? Would you advise against using the sub-domain "dev." for live and ongoing development websites? Thanks!

Web Developer Using Stock Photos
Hello, The organization is selling a cms system in a niche market across the country. It has the normal SEO challenges, in addition he is using purchased stock images. This seemed ok, while he was smaller but now we are growing rapidly and these images are VERY STOCK- and well used ( I have checked with Tiny Eye). I remember a few years ago this was a flag to the search engines who went through manual review, is this still true? It seems to me that the theme's that come with the images, are duplicated ( including navigation & footers), so having the duplicated images would be another negative. Thank you for your suggestions!

Is it worth upgrading php to accomodate new WP version?
my client revisitors.com has a blog blog.revisitors.com that we cannot update to a newer WP version 3.5.1 because his php version apparently must be upgraded first. You cannot update because WordPress 3.5.1 requires PHP version 5.2.4 or higher. You are running version 5.1.6. according to client it would be potentially hazarardous for him to upgrade the php but we cant update or add new plugins because we arent running the current version of WP what is worse? i am responsible for his blog but i feel handicapped bigtime - at the same time i dont want him to do something that could wreck his site functionality either any suggestions? or advice here? thanks

What is the best information architecture for developing local seo pages?
I think I have a good handle on the external local seo factors such as citations but I'd like to determine the best IA layout for starting a new site or adding new content to a local site. I see lots of small sites with duplicate content pages for each town/area which I know is poor practice. I also see sites that have unique content for each of those pages but it seems like bad design practice, from a user perspective, to create so many pages just for the search engines. To the example... My remodeling company needs to have some top level pages on its site to help the customers learn about my product, call these "Kitchen Remodeling" and "Bathroom Remodeling" for our purposes. Should I build these pages to be helpful to the customer without worrying too much about the SEO for now and focus on subfolders for my immediate area which would target keywords like "Kitchen Remodeling Mytown"? Aside from my future site, which is not a priority, I would like to be equipped to advise on best practices for the website development in situations where I am involved at the beginning of the process rather than just making the local SEO fit after the fact. Can you recommend a responsive web design company of template to accommodate mobile searches
I need to change my old Dreamweaver website www.endeavourcottage.co.uk into a responsive website that can be viewed and used easily on mobile phones. Four years ago when the site was originally built it was one cottage on one basic website but it's grown into a small letting agency with several properties, so I think it's time to invest in a fully functional website. Looking at Google analytics around the fifth of the searches and now done on a mobile phone each month on this particular site, and obviously that's going to become a larger percentage in the future. Does anybody know of a particular company that can produce good quality responsive websites? Or alternatively used a particular responsive website template which was good. One of the guys that work for me is quite a good web designer if we got the right template. The old website is grown into quite a large beast with a blog so I think the idea would be to change the main pages with the properties on, just linking back to the old websites quite extensive blog / historical interest pages which I've built over the last few years. I need to keep the old blog webpages indexed because they have hundreds of back links coming with longtail keywords producing traffic. Have you gone through the process of changing your main business website for a resonsive redesign recently and how did you approach it?
