What HREF should be used to target the market of the foreigners?

Usually, foreigners use a local computer (system language), on a local google but are searching in their native language for topics related with their native language. It's a mess for us and google it seems.
In example, if a venezuelan person living in France (Paris), on a french AZERTY computer (not literally... there is no such thing as a french computer), on Google.fr, search for a venezuelan arepa recipe using the keyword "receta arepa" in spanish of course, he is expecting the result to be in spanish.
How could we optimize our pages with HREF or other tricks to rank as high as possible with that configuration? This is obviously just an example, but it represents the problem I am facing.

Thanks a lot Gianluca, I thought we were limited to languages existing inside the targeted country.
I'll try it and check if there is any kind of ranking boost. For now, I have nothing set in "webmaster tools" or on the code.

I your specific case - targeting spanish speaking people residing in another country than (in your case) Venezuela - then you should have this kind of hreflang:
<rel="alternate" hreflang="es-FR" href="the content in spanish url"></rel="alternate">
This way you're telling google to show the URL in Spanish to people searching in Spanish but living in France.

Can I use the old website content on the new website, after deleting it from the server?
My website nowwhatstudio.com hit by google pure spam and google applied manual spam action to the website. I create new website (nowwhatmoments.com) with the same content from the old spam action website (nowwhatstudio.com). As google removed my old website content from search indexed. Can I use the same content for a new website? If I delete my old website from the server, after that Can I use the old website content for a new website? Or Can make edits the old website content and make it 80% original for a new website?

2-websites focused on different markets but similar content
Hi all! I have a client who wants to branch out to another market (currently in Northern California and wants to open an office in Southern California), what would happen if we put up a second website that has similar content, but is exclusively for Southern California, with a different office address, and all the content geared towards Southern California market? There would be NO linking between the sites. Would that generate a penalty? Thanks! BB

Using subdomains for related landing pages?
Seeking subdomain usage and related SEO advice... I'd like to use multiple subdomains for multiple landing pages all with content related to the main root domain. Why?...Cost: so I only have to register one domain. One root domain for better 'branding'. Multiple subdomains that each focus on one specific reason & set of specific keywords people would search a solution to their reason to hire us (or our competition).

Should you use a canonical tag on translated content in a multi-language country?
A customer of ours has a website in Belgium. There two main languages in Belgium: Dutch and French.

At first there was only a Dutch version with a .be extension. Right now they are implementing the French Belgium version on the URL website.be/fr. All of the content and comments will be translated. Also the URL’s will change from Dutch to French, so you've got two URL’s with the same content but in another language. Question: Should you use a canonical tag on translated content in a multi-language country? I think Google will understand this is just for the usability for a Multilanguage country. Could you use a robots.txt file to disalow a duplicate content page from being crawled?
A website has duplicate content pages to make it easier for users to find the information from a couple spots in the site navigation. Site owner would like to keep it this way without hurting SEO. I've thought of using the robots.txt file to disallow search engines from crawling one of the pages. Would you think this is a workable/acceptable solution?

How to Target Keyword Variations?

Use of rel=canonical to view all page & No follow links
Hey, I have a couple of questions regarding e-commerce category pages and filtering options: I would like to implement the rel=canonical to the view all page as suggested on this article on googlewebmastercentral. If you go on one of my category pages you will see that both the "next page link" and the "view all" links are nofollowed. Is that a mistake? How does nofoolow combines with canonical view all? Is it a good thing to nofollow the "sorty by" pages or should I also use Noindex for them?
