Agreed. Each service may be different, and you should have a new page that explains each service/benefits in detail.

For different products and services, they should have their own page. You should detail out your products and services first like you would explain them to a human and then build keywords around those.
I don't know myself - is waste management different from waste recycling? Is waste management a general category and waste recycling is a subset of that?

I disagree with the two posts above.
Ultimately, Google will take domain authority and link authority over a keyword heavy site, so I would focus your efforts in those two areas first. Create well-written content with keyword mentions, and build up your citation list.
The format of page title that you listed would most likely work well, as it will focus on each area and keyword individually. If you do just the keyword approach alone, and there is another company that lists out the areas and addresses them, it will be hard to rank against a page like that because it's so much more specific. Another angle is that by building more pages, this can help your site becomes more authoritative.
Answer: Depending upon the service area/competition, you may need to create separate pages to focus on each keyword/area.
I wouldn't use this approach for every site, but I am arguing that this format is still very effective when used properly and when appropriate.

I'm in agreement with Alick300 - Google's clamped down on this quite a lot recently.
With that being said, if you have a small site with only a few pages I don't think it would hurt to have a page for each - just ensure that there is no cross-pollination of target keywords across the pages as this can often lead to each page jumping in and out of search results spontaneously (known as semantic flux).

Creating separate page for each keyword is not a good idea. I would suggest you to use top 2 keywords in title tag like
Primary keyword - Secondary keyword | Brand name and rest two keyword you can use in web page content.

Plural vs singular keyword usage - on-page optimization
The on-page report card appears to include both plural and singular versions of keywords in reporting the keywords within the body, which results in a keyword stuffing warning. My question is, is it truly keyword spamming to use over 15 instances of a keyword that is spread across plural and singular versions of the keyword? If keywords are lumped together this way by Google's algorithms, why do pages rank differently for singular and plural versions of the same keyword?

How to improve keyword rank

Google Keyword Tool - Competition - How does it compare to SEOMoz Keyword Difficulty?
Hi, Many times, when I look up a keyword in google using their Keyword Tool, the competition might be low or medium, but, it doesn't seem close to the keyword difficulty on SEOMoz. For example, I looked up fantasy sports. It's low competition on Google. I thought, wow, that's amazing. How can that be when it's so popular? Huge search volume, low competition. Then, SEOMoz says 76% difficulty. It sort of shatters my enthusiasm all of a sudden. Maybe I have to change the order of how I look at it 🙂 What is the difference that's going on? What would be considered low keyword difficulty on SEOMoz? How about medium and high? I know someone might argue that for some guru, what's hard for one person isn't hard for the guru, but, for the average webmaster who does some seo, uses SEOMoz, and some other SEO tools, is there some general breakdown? I have a client that has been optimizing for "print and apply" for the past 5 months. Yesterday they decided it was more grammatically correct to use "print-and-apply." There question to me was "is this going to effect our SEO?" So... I checked the difficulty using the keyword analysis tool, both keywords had the same broad/exact adwords traffic as well as difficulty percentage. When reviewing the top 25 listings for each keyword it looks like the same sites rank in the SERPs between 1-8 and then after that it is completely different. So, is there a better keyword to target? Are these two keywords different enough to truly have separate search results?
