Difficulty getting relevant backlinks

I run a very niche blog on getting section 8 housing. I've had the blog for about 6 years and have paid attention to it on and off. For the past few months, I've been ON again. What's appealing to me is the amount of potential traffic the keywords have and small competition. I have knowledge on the subject. I've read Moz seo guides, etc...
The problem is government sites rank high (understandably) or other sites that are nonsense / scams when you search 'section 8 application'. It's very hard to find active bloggers to do link exchange is with as the sites that rank high are trying to scam people and obviously I can't get government back links. I've tried reaching out to people with no avail. I think I have good informative content. All of my adsense goes to charity but at this point it's not much. I'd like to get it out there, white-hat style, but I'm having difficulty. Any suggestions (please be specific), on how I can target sites that would be relevant to this topic and not do generic back-linking (unless you think news submissions, etc will work)?

Oh boy this is a fun one! Full disclosure: I used to run marketing/growth on HotPads.com for about 18 months and we targeted some Section 8 queries, though as you say the space is very opaque and full of spam. It's also a hard space to monetize because Section 8 is low-income and most of these landlords are not making much money from their properties, so they in turn don't have much to spend on marketing etc.
Tough space, as I said.
A few things I take exception to in your original post that I'd like to clear up first:
- Don't be looking for "link exchanges". That tactic died in 2010. Instead you could look to establish relationships with other bloggers talking about low-income ways of living and exchange posts on each other's sites. This is a totally whitehat way to do it.
- You can absolutely get .gov links. Why not? They link to good resources as much as anybody else.
- Look at local chambers of commerce and places that have low-income housing pages and reach out to them asking them to link to some of your articles, or share via social media, or in their email newsletters. It's much easier to get links once you've established yourself as an authority, but of course it's an old chicken-and-egg problem.
If I were you, I'd take your main competitors and see where they are getting links from then figure out how you a) get those links and b) where the gaps are. If you identify, for example, that .edu sites are awesome link acquisition then go crazy getting a big old list of them and doing your outreach. Sure you'll get some of the same links, but I bet you'll get a bunch that your competitors don't also have.

Ahrefs Backlinks VS Moz Backlinks

Backlinks 101, one or multiple?
Analyzing a competitor backlink profile I noticed they have the habit of adding multiple links to the guest post/advertorial they get, one link to their site, plus some links to authority site like wikipedia and institutional websites. Is there anyone with some data, testing, and so on, supporting this? I can see their SERP positioning is very good, but they spent a lot of money on quite expensive links, so I don't know if it's the DA of the linking domains or the multiple links making the difference. Anyone has an idea?

Can I get your expert opinion?
Hello fellow Mozzers! I've been brainstorming about getting links for my site and thought of the following scenario, let me know if its a good idea or not. Who we are: an IT consulting firm. There are many tech support forums and groups on the internet including Google, Yahoo and a few other big dogs... I thought it would be a good idea to browse them on daily basis and find questions/topics that haven't been answered or don't have any real clear good answers, or are very popular. Then create an article in the blog on our site describing the same exact problem with a solution. Then would post a response under that question/topic with a link back to the solution that is located on our site. Hoping that this will bring in more traffic, links, and authority... However I also thought about the possibility of getting spammed, since there are many spam sites that scrape forums and groups for web site addresses, email addresses, phones, etc... So what do you guys think, is it a good idea or should I stay away? Thank you!

Concerned about quality of backlinks - should I take action?
I regularly work on websites to which previous SEOs have built questionable backlinks. This morning I've just been analysing some backlinks - found 40 odd were coming from 20 odd websites which all had the same gentleman as personal registrant, who happens to be the boss of an SEO company. The SEO company name is mentioned in registrant details too, and often on the websites in question (including weblinks from some of these 20 odd websites to the SEO company). I did note the IP addresses / hosting for these websites did vary though, as did the postal address of the individual in question, perhaps throwing Google off the scent a bit. I should add that these websites are virtually all tourism related/themed, with up to a few dozen backlinks per page - usually articles. It's very clear they are backlinking to keyphrases. Now, this kinda thing<a></a> sets the alarm bells ringing. Firstly, this looks like an infringement of Google Webmaster Guidelines. Secondly, it doesn't sound like a White Hat technique for building links! Am I correct? I guess it might be denied they are partner pages due to the quality of content, perhaps, which isn't as spammy as it might've been. However, I suggest these are at least paid links because there is no other clear way of getting content on these pages, as far as I can see.<a></a><a></a> Should I demand these backlinks are taken down? What level of risk is posed do you think? I don't want this website to suffer a Google penalty at some point, particularly not after I've started work on it. What to do about bad backlinks hurting authority?
My site has many backlinks from 208.109.47.246/* and go.diaodou.com/* which have low authority. The 208.109.47.246 I believe is my godaddy IP and I don't know why I have the diadou links. Is there anything I can do about these links other than building other more reputable links? Could switching hosts or going to a dedicated IP solve the 208.109.47.246 issue?
