Breaking through strong competition domains

We are trying to rank this domain: https://citychurchbloomington.org/ for this phrase churches in bloomington in.
We recently had updated our domain name from citychurchfamily.org to citychurchbloomington.org because 1) it made sense for the organization, the end-user searching, and to help our rankings.
Currently we are at position #4 on page 1 but have three sites ahead of us:
- churchfinder - in the last year this site came out of nowhere and slowly made its way up to the top spot
- high rock - this church had held spot #1 for many years and we've struggled to challenge it's place on the search results and are somewhat unclear why
- sherwood oaks - this site had been in spot #2 for many years and at times we've been able to challenge it's position but its held fairly tightly at spot #2 in the past, #3 since churchfinder rose up in the last year
We've done competitive research and made some changes to our meta title, description, and h1 tag on our site but we're looking to make our next move to try and break into this top tier of results.
I'm asking the community here for any insight/suggestions into what kind of move we should be exploring or making at this stage to move up.

I love Robert's advice. I would also suggest adding some long tail keywords. Finding a church is very personal and I'd guess that lots of your prospects are searching things like "Bible based church" "church with active single group" or "church with great music". Don't put all your emphasis on generic phrases.

The 1st site is a no-brainer based on the term you're trying to rank for. Google will interpret anyone searching for "churches in_____" as someone who is open to finding multiple churches. As a result, Google will return a resource site over an individual location almost every time. For example, if I search for "gas stations in (city)", Google will return multiple stations rather than a specific brand of station, much less a specific location. Beating this site for this specific term is going to be next to impossible for a single location, so I would be looking for search terms that are not as broad.
For example, you might consider looking up terms for the specific denomination of your church. (i.e. "Anglican churches in bloomington in" and so on).
As for the other 2 sites - it sounds as if you have placed most of your attention on changing your site's on-page ranking factors without much attention being paid to your link profile. My bet is that your link profile is a bit smaller, less diverse or less powerful than your competitors, and that this difference is making the difference in terms of ranking behind them.
However, if you are competing for spot 3 with these minor changes, it suggests to me that their link profile isn't very powerful either, so it shouldn't take you much to get over that hurdle.
My advice, therefore, is to place more importance on generating some links to your site in order to overtake your competition.
There are tons of linkbuilding tips and strategies out there, and the Moz Blog is a pretty good resource as far as link building goes. You might start there if you want to do it yourself.

Does having 2 separate domains with similar content always = duplicate content?
I work for a global company which is in the process of launching their US & European websites, (just re-launched Australian site, migrated from an old domain) all with separate domains with the purpose of localising. However, the US website content will essentially be the same as the Australian one with minor changes (z instead of s, slightly different service offerings etc) but the core information will be the same as the AU site. Will this be seen as duplicate content and Is there a way we can structure this so that the content won’t be seen as duplicate but is still a separate localised website? Thank you.

I have a Wordpress site that ranks well and a blog (uses blogger) with slightly different URL/domain that also ranks decently. Should I combine the 2 under the website domain or keep both?
I realize that I am building essentially 2 different sites even though they are connected, but on some local town pages i have 2-3 results on Page #1. Nice problem to have eh? But i am worried as for a lot of my surrounding towns my competitor has the top listing or definitely ahead of me, so i am wondering if i combine or convert my blog into the same domain as my site, then all of that content + links should hopefully propel my site to #1. Any idea how to solve sub domain tracking using GTMv2?
my traffic goes to referral if visitors visits in my subdomain page. i have tried adding my subdomain in referral exclusion list and other ways via GTM posted in some articles, nothing seems to be working for me. any suggestions how to solve this issue

How many backlinks from one domain?
How many backlinks from one domain is too many? 1? 3? 10? For example, directory listings. If you have 5 separate links to one website in lets say DMOZ (good for you!), is it really only "juicy" one time? Or each one just as awesome? What about multiple guest articles on a related website? If I had 2 or 3 articles on one website that each have different contextual links, is it just the same as if I had one article?

New Domain Link Building Order - When to 301 Redirect?
Hello Everyone - I am trying to lock down the best Local SEO and link acquisition order for 1 1/2 month old Domain. The Domain is clean - No History - Registered in WMT's on January 20th It's a service franchise website consolidating about 5 independent locations into a single branded site. The each location now has it's own location page on the new site: www.examplesite.com/Location-1 I'm considering the best timing to add 301's to the current Locations individual websites, to the locations pages on the new site.Some of which are currently ranked well (position 2) for one of their primary commercial terms. www.individuallocationsite.com ---> www.examplesite.com/Location-1 I don't want to lose that ranking, but will need to do the 301 redirect at some point. Should I - A.) Complete all of the Citation Work, Natural Profiles, Blog Posts...etc FIRST and let the new website age before 301'ing the locations? Giving it the best chance to have no interruption in those rankings? B:) 301 All the properties into the new website first and start all of the other Local SEO work second? C:) Something else? Rebranding a Website to a new Domain Name
Hi All, I'm looking to rebrand my current website to a new domain name.

In short the current website has out grown it's potential. The domain name is not memorable nor is it attracting a wider audience.
I will create my new website and 301 redirect the old website to the new, hence pass SEO value. Google Places
Having spoken to Google they tell me that I can simply change the URL in Google Places to the new URL. Articles on my current website
I have a number of rich content articles on my current website, can I simply create my new website and copy & paste these previously written articles? Google+, Twitter, Facebook, etc.
What should I do for accounts associated with the current website? Any other useful information would be much appreciated. Regards Mark0
