Unnatural link Manual Penalty by Google

Hi,
Our product Quiz Maker help users to create quizzes and can share, embed etc. We have a link in our embed code which was DoFollow and we've got many doFollow links from the websites on which our quizzes got shared but these links are too old like 2009, 2012 etc.
After that, to complying with Google policies, we've changed the dofollow link to nofollow in embed code. Here are two scenarios:
1.) We've too many dofollow links which are too old and we don't have control over it as these are the natural links, given by our users before we changed the embed code link.
2.) Now, we are getting nofollow links from the widget as the embed code consists of nofollow link.
Our embed code is editable and user can change it to dofollow or nofollow as per their requirement. Moreover, some people shared quizzes on their website (without using embed code) with dofollow link. But, now, google is taking manual action penalty against us.
How we can resolve it as it seriously affects the overall performance of our website.

We've approached appx. 600 website owners and asked them to remove our link. Most of them do not respond , so, we disavow these links and sent reconsideration request. Again, Google refuses to remove penalty from our website. Anyone, can help.

According to Google (via this article from Search Engine Land), these links are considered unnatural and should either have a "nofollow" tag or be removed entirely. Here is a bit from that article:
Google is reminding widget makers to remove the links from their widgets are add the rel=”nofollow” attribute to the links. If they do not, Google said the “webspam team may take manual actions on unnatural links.” If you do get a manual action for this, Google said you need to remove the links or add the rel=”nofollow” before submitting a reconsideration request.
Additionally, those that embed these widgets on their site should “add a rel=”nofollow” attribute on those unnatural links or remove the links entirely from the widget,” Google said later on in their blog post.
I would review different link building strategies and techniques such as those from this guide from Moz. You'll find through this guide and competitive research (with tools like Open Site Explorer, Majestic, and Ahrefs) that there are a ton of great link opportunities that go beyond these embed links.

Using sitewide links to improve link profile?
Hi Guys... When I look at my competitor's link profile, they often have thousands of backlinks. For example, one of our main competitor, he got 3,400 backlinks in total but only 80 referring domains. When I look at my link profile, I have around 50-60 referring domains, but hardly 80 backlinks. My question is, is it okay to get a few sitewide links (no-follow of course!) to get to the thousands backlinks? Or I will be able to achieve top rankings with my current link profile? Thanks!!

Google Link Disavow and sites with extremely heavy but poor link metrics
Need help/opinions from the SEO's out there. I am working with a site that in the past hired an SEO company out of India. Over the course of their time together, this company submitted the clients url to tens of thousands of link exchanges and directories. Around the time of Penguin, the owners told me their inquiries dried up. Literally that same week they had a new website launched (designed by a local competitor) that really butchered the site. They were convinced the reduction in traffic/inquiries was due to the new site but I am convinced otherwise (suspect Penguin). Not only does the site need to be re-structured but their link portfolio needs to be diversified. Now on the plus side, the company caters and sponsors a number of events that earns them organic, relevant links. These are overshadowed by the tons of poor, irrelevant ones though. I read a few posts recently on the Google Link Disavow tool and to proceed slowly due to the unknown nature surrounding it. I have a good idea of what links are problematic and which ones are well served. However, the number of problematic links in my estimation is quite high (thousands). I am very hesitant to dive into Google Disavow and submit such a large number of requests. What are your thoughts? How would you proceed?

Value of Inbound Links to Pages With a lot of Outbound Links
Suppose you have a resource page of the Top 50 Awesome Sites in your niche. Since there are about 50 outbound links, then I would think there will be less Page Rank being passed to internal pages from internal links on the resource page. Since you are getting less PR passed to internal pages, are there other ways the inbound links can be beneficial, such as increasing the diversity of links of your domain? Sites like SEO Optimise seem to create a lot of Top 30 Resources lists and I have read that they think it is a strong tactic.

New ways to get links (excluding on site link bait)?
Fellow SEOs, I’m looking for a new way to reach out to bloggers and site owners for links. There are quite a few link bait techniques to lure bloggers thanks to = amazing content, infographics,...but there are not so many articles on ways to contact bloggers/webmasters and ask for links... We all know that contacting site owners directly and politely asking then to place a link on their home page is as useful as a comb in Bruce willis’s hand. Link exchange is as dead as the Dodo and business partner links are usefull and easier to get but opportunities are often limited. I have been organizing contests for bloggers recently and it has been quite successful up to now, but I always like to have a spare trick up my sleeve. So if any of you have a decent method to reach out to bloggers/webmaster and get decent links please let me know, I will be forever thankful ; ) Cheers
