Does link position matter in the content/html code

My question is that if I have several links going to different landing pages will the one at the top of the content pass more value than ones at the bottom. Assuming that there are not more than 1 of the same link in the content. The ultimate question is whether or not link position in the content/html code make a difference if it passes more value.
This question comes in response to this whiteboard Friday https://www.youtube.com/watch?v=xAH762AqUTU Rand talks about how if there are 2 links going to the same URL from the same content page then google will only inherit the value of the anchor text from the first link on the page and not the both of them. Meaning that google will treat that second link as if it doesn’t exist.
There are lots of resources that shows this was true but there isn’t much content newer than 2010 that say this is still true, We all know that things have changed a lot since then Does that make sense?

Responsive Content
At the moment we are thinking about switching to another CMS. We are discussing the use of responsive content.Our developer states that the technique uses hidden content. That is sort of cloaking. At the moment I'm searching for good information or tests with this technique but I can't find anything solid. Do you have some experience with responsive content and is it cloaking? Referring to good articles is also a plus. Looking forward to your answers!

Do links to a domain that re-directs to my domain pass link equity?

How much does dirty html/css etc impact SEO?
Good Morning! I have been trying to clean up this website and half the time I can't even edit our content without breaking the WYSIWYG Editor. Which leads me to the next question. How much, if at all, is this impacting our SEO. To my knowledge this isn't directly causing any broken pages for the viewer, but still, it certainly concerns me. I found this post on Moz from last year: http://moz.com/community/q/how-much-impact-does-bad-html-coding-really-have-on-seo We have a slightly different set of code problems but still wanted to revisit this question and see if anything has changed. Rankings Drop since Humingbird - Could it be my link ratio between .co.uk / .com ?
Hi All, I have an UK tool hire eccomerce muliti location website with different locations pages for each category. My stratedgy has been to specialise on local search for each location as oppose to try and compete with highly competitive keywords on a national level. I do have some duplicate/ thin content issues on these location pages but I've been actively writting additional unique content on these pages to address this issue which also making sure my title tags, h1 , h2 tags etc are unique for each location along with having individual google local + pages etc etc. I have never previously been affected by any duplicate contents issues and always ranked first page (mainly top 5) for most of my local keywords). However, when google humingbird update came out , I suffered approx 25% drop in traffic and rankings. rom what I read , local search sites have suffered somewhat in this update and I did a link detox report to try and asterain toxic links etc. I found a few which I disavowled but I have had no manul penalty message in my GWT so I can only assume I was affected by an google algorithmic penalty. From looking at opensite explorer , I can see my link ratio for my .co.uk site shows 43% .com 37% .co.uk I am wondering if it could be this which has been the cause of my local rankings to fail ?. Has anyone else suffered the same as I am at my witts end as to what are the likely factors which could have caused such a drop ? Any tips, greatly appreciated. Duplicate content
I run about 10 sites and most of them seemed to fall foul of the penguin update and even though I have never sought inorganic links I have been frantically searching for a link based answer since April. However since asking a question here I have been pointed in another direction by one of your contributors. It seems At least 6 of my sites have duplicate content issues. If you search Google for "We have selected nearly 200 pictures of short haircuts and hair styles in 16 galleries" which is the first bit of text from the site short-hairstyles.com about 30000 results appear. I don't know where they're from nor why anyone would want to do this. I presume its automated since there is so much of it. I have decided to redo the content. So I guess (hope) at some point in the future the duplicate nature will be flushed from Google's index? But how do I prevent it happening again? It's impractical to redo the content every month or so. For example if you search for "This facility is written in Flash® to use it you need to have Flash® installed." from another of my sites that I coincidently uploaded a new page to a couple of days ago, only the duplicate content shows up not my original site. So whoever is doing this is finding new stuff on my site and getting it indexed on google before even google sees it on my site! Thanks, Ian

Have you done any tests to see if linking out to authoritative sites like .gov info pages, industry leaders, etc. help with a sites ranking. I am thinking about taking of all of these outgoing links and just link to my important pages. Thank you, Tyler0
