How to Localise per Region (Europe, America, APAC, EMEI) and not per country as best SEO practise?

I am currently working with a client that initially have an English website targeting UK users but want to expand their market into four new regions (Europe, America, APAC and EMEI) keeping English as a main language. I would like to request your help here as I told the client ISO location and hreflang it will be just possible per language and they must need to localise each English region with local keywords, however I would like to double check if it will be any way (Sitemap, Hreflang) we can tell Google we are targeting per region and not per country?

I currently manage a site which is localized per region, as opposed to country. For some regions, like US and Australia, it is 1:1 with country, so we do not have issues there. But for Europe, that is where we do have some issues currently. We took the following approach (below), but I have to first say that it is quite problematic and has not performed very well so far (implemented about 1 year ago).
The approach we took was to implement HREFLANG within our sitemap, and for Europe, we generate specific alternate locations for each of the countries where we do business in that region, all with the same URL. Here (below) is a redacted version of one page's LOC node in our sitemap (I've only included a partial list, and only showing English, as the full list of alternate URLs for this one LOC has 150 alternate links to cover every EU country x 5 languages we support). But, the general approach is that for Europe, we create one alternate link for each EU country, in each of our supported languages (we support 5 languages). So, we don't assume, for example, that German speakers are only in Germany, or that English speakers are only in the UK. We cover every country/language combination and point many of these to the exact same alternate link.
Again, as I mentioned, this hasn't achieved all we had hoped. But sharing the approach for a reference point here, as an option, and open to any other ideas from the community. We also struggle with EU in terms of Google Search Console geographic targeting. Unfortunately, Google does not allow a property to be targeted to "Europe". And they only allow one single country per property. In our case, we really need to target a single domain to "Europe", not to a specific country. But we can't, and that is a problem currently.

(hreflang alternates to all instances of other homepages including itself ) Our Google Crawl bot is located in Germany and so when it crawls our root www.domain.com it takes the title and description from its destination url which in crawlbots case is www.domain.com/de-de/ because of the IP redirect. What is the problem I am trying to solve? Every variation of local Google results (eg UK/FR/IT/US) displays at the top the crawled root www.domain.com page with German title/description. How can I stop this happening? Surely adding appropriate hrefs and canonicals to every homepage instance is sufficient for Google to display to you your relevant country homepage variant instead!? Does replacing of external redirects impact SEO?
Previously I have asked about the replacing of internal redirects with actual live pages. The answer is, yes it'll work but may not be huge impact. Now I am concerned with external redirects. We have enough number of external redirecting links. I am thinking to replace them with actual landing pages. Will this improve SEO? Thanks, Satish

How to best set up international XML site map?
Hi everyone, I've been searching about a problem, but haven't been able to find an answer. We would like to generate a XML site map for an international web shop. This shop has one domain for Dutch visitors (.nl) and another domain for visitors of other countries (Germany, France, Belgium etc.) (.com). The website on the 2 domains looks the same, has the same template and same pages, but as it is targeted to other countries, the pages are in different languages and the urls are also in different languages (see example below for a category bags). Example Netherlands:

Example Dutch bags category page: www.client.nl/tassen Example France:
International domain: www.client.com
Example French bags category page: www.client.com/sacs When a visitor is on the Dutch domain (.nl) which shows the Dutch content, he can switch country to for example France in the country switch and then gets redirected to the other, international .com domain. Also the other way round. Now we want to generate a XML sitemap for these 2 domains. As it is the same site, but on 2 domains, development wants to make 1 sitemap, where we take the Dutch version with Dutch domain as basis and in the alternates we specify the other language versions on the other domain (see example below). <loc>http://www.client.nl/tassen</loc>

Multilingual Ecommerce Product Pages Best Practices
Hi Mozzers, We have a marketplace with 20k+ products, most of which are written in English. At the same time we support several different languages. This changes the chrome of the site (nav, footer, help text, buttons, everything we control) but leaves all the products in their original language. This resulted in all kinds of duplicate content (pages, titles, descriptions) being detected by SEOMoz and GWT. After doing some research we implemented the on page rel="alternate" hreflang="x", seeing as our situation almost perfectly matched the first use case listed by Google on this page http://support.google.com/webmasters/bin/answer.py?hl=en&answer=189077. This ended up not helping at all. Google still reports duplicate titles and descriptions for thousands of products, months after setting this up. We are thinking about changing to the sitemap implementation rel="alternate" hreflang="X", but are not sure if this will work either. Other options we have considered include noindex or blocks with robots.txt when the product language is not the same as the site language. That way the feature is still open to users while removing the duplicate pages for Google. So I'm asking for input on best practice for getting Google to correctly recognize one product, with 6 different language views of that same product. Can anyone help? CcTLD not ranking in other country.
I'm trying to rank a .im domain in Australia and having a hard time getting any traction at all. GWT won't let me geo-target the domain for Australia. It is currently set for Isle of Man. Thinking of registering a .com.au (same domain isn't available, but I can get something close) and mirror the site completely. I'd canonical all urls on the .com.au to the corresponding .im pages - would this make a difference? Also, since the linkbuilding is being done for the .im domain - I think I'll have to start over on the .com.au domain. Thoughts, tips and insight highly appreciated mozzers!

One global blog or a blog for each country?
We have a blog on each of our country sites, but the content on the English speaking sites is shared i.e. locally produced in US is mixed up with stuff produced in UK and vice versa. I'm not concerned about duplicate content because we have taken the necessary measures to let the search engines know that we have a US site for the US and and UK site for the UK. My question to you is whether we should develop the blog independently in each country or develop one blog to satisfy our global sites. I believe a local blog for each country is better because the content would speak to the audience better and any reference points or product and price points would be 100% relevant to the audience.
