Managing locations in multiple places can be a headache, but it should be fine to manage the same locations in both Moz Local and Yext. There are some overlaps between our distribution network and Yext's distribution network such as Factual and Foursquare. In those situations, only one of the two services will be able to update the record on that given partner.

Yahoo! listings are being fed by Yelp. If you get your listing updated on Yelp! and get at least one review on Yelp! then you should see that listing propagated to Yahoo! listing as well.

Please send the CSV to the help team. We'll be able to see why Moz Local is having issues with your CSV. By the way, the CSV should be processed almost immediately with validation of the listings taking no more than a minute.

RE: HTML Site for Speed
Moving to a purely static version of the site could certainly have some performance improvements, but that alone is not a guarantee of reduced latency for your customers. You're also likely to lose some flexibility that a platform like Wordpress offers in terms of managing the site.
My suggestion would be to start off by analyzing your site using Google's Page Speed service and then see if there are options within WordPress to eliminate the worst performance offenders reported by the service.
